Learning outcomes
The goal of the course is to familiarize students with an advanced
knowledge both of the many different theorizations on governance in
political science and of the main strategies through which
multilevel policy-making is coordinated and steered. Upon
successful completion of this course, students should demonstrate
an advanced and critical knowledge of the "governance" debate and
should be capable to design strategies of governance according to
the features of the political context and to the policy
issues at stake.
Course contents
The goal of the course is twofold. The first is to familiarize students with the many different definitions, concepts, and models of governance that will be encountered in discussions of public policies toward governance and governance reform in professional literature of political science and public policy. The second is to equip students with the critical knowledge on the way of working of the governance arrangements (domestic and international) of some very relevant policy issues.
Thus, the first part of the course (6 weeks) will be devoted to the following theoretical topics:
- The governance puzzle
- government and governance
- governance and policy instruments
- multi-level governance
- global governance
The second part (4 weeks) will be devoted to analyze the institutional arrangements and the way of working of governance in the following policy fields:
- environment and climate change
- education
- welfare
- water management

Teaching methods
The first part of the course will be held by means of frontal lectures. In the second part, lectures will be alternated with seminars on specific topics, with an active participation of students. The actual organization of this classes will be decided together with students.
Assessment methods
40% written exam at the end of first part
30% written exam on a topic to be chosen among a list proposed by the instructor at the end of the second part
