Metropolitan Cities under PNRR: the design of a Metropolitan Decision Supporting System

Abstract

Abstract The research project “Metropolitan Cities under PNRR. The Design of a Metropolitan Decision Support System” aims to advance empirical knowledge on the planning and design capacity of Metropolitan Cities in Italy. Specifically, it seeks to define the conceptual framework for a Metropolitan Decision Support System (MDSS), leveraging the opportunity presented by the National Recovery and Resilience Plan (PNRR) to narrate, monitor, and regulate the implementation of Integrated Urban Plans (PUI) and the Innovative Housing Quality Program (PINQuA), for which the Metropolitan Cities are both beneficiaries and implementers. The project refers to the Metropolitan Cities of Bologna and Florence as study cases, due to their similarities in terms of planning frameworks, geographic and environmental characteristics, and historical traditions shaping urban policies, as well as their differences in the management and implementation of PINQuA and PUI projects.

Results achieved

The team analyzed the design and implementation of the PNRR, with reference to the PUI and PINQUA programs and the role of the Metropolitan Cities, monitoring both the progress made in carrying out the works in the two metropolitan areas and the changes made to the PNRR by the national government throughout the duration of the project. The project, carried out in close collaboration with officers from the two Metropolitan Cities of Florence and Bologna, who regularly took part in seminars and meetings, allowed the direct observation of the implementation of PNRR, making it possible to assess the outcomes and legacy of the PNRR in metropolitan areas, as well as the potential ways in which Metropolitan Cities could play a greater role in the context of a desirable reform of the Delrio Law (56/2014). An in-depth analysis of two case studies, the regeneration project for the Mondeggi Estate and that concerning the former Burgo paper mill in Lama di Reno, has made it possible to reconstruct in detail the flow of policy decisions and the implementation phases, highlighting the differences in governance approaches between the two Metropolitan Cities of Bologna and Florence, and also demonstrating the problematic interplay between the implementation of the National Recovery and Resilience Plan (PNRR) and participatory planning. A thorough mapping of PINQUA and PUI projects, cross-referenced with many information and especially indicators of territorial fragility, has enabled the development of a basic tool for formulating, evaluating and monitoring decisions on territorial regeneration (originally identified as MDSS). The project’s findings have been summarized in ‘policy statements’ addressed to the policy makers both at national and local level. They have been the subject of scientific publications and presentations at national conferences and were presented and discussed at an event organized by IFEL-ANCI in Rome, alongside the Teams from two other PRIN projects dedicated to the PNRR, in the presence of public decision-makers at national, regional and local levels. As a result of this discussion, it was decided to reapply to the PRIN program with a group bringing together two teams from two previously completed projects, and to collaborate on the 13th Report on Cities by the Urban@it Network, which will be entirely dedicated to an assessment of the results and legacy of the PNRR. The project, which began as a research and monitoring initiative in collaboration with local authorities, has fully fulfilled this role within the – far from straightforward – context of monitoring a programme ‘in progress’. Among its achievements, the most significant is undoubtedly the establishment of a permanent monitoring network in the relevant areas, and the sharing of findings at national and regional level with a view to improving the system for allocating funds and their management at metropolitan level.
