Statute, standards, strategies and reports

The statute, strategic plan and reporting documents that set out the University's scope of action ensure its transparency and promote its constant and regular verification, with a view to achieving continuous improvement, shared with all internal and external stakeholders.

The Statute defines the identity, values and guiding principles of our University. It establishes the organisational structure, modes of operation and governance system, and outlines the competences and responsibilities of the academic bodies.

It collects rules, regulatory provisions and institutional documents. It offers an archive, in the section dedicated to the Official Bulletin, through which it is possible to consult regulatory provisions and measures published up to 15 May 2024.

The University's Strategic Plan

The Strategic Plan defines the University's mission, goals and strategies. The current Strategic Plan (2022-2027) includes 50 goals that can be achieved through targeted actions exploiting, among other things, the opportunities of the NRRP and promoting the SDGs of the UN 2030 Agenda.

Resource management and organisation

The Integrated Action and Organisation Plan (PIAO) is a fundamental step towards an increasingly transparent, efficient and community-friendly University. Introduced by Decree Law 80/2021, the PIAO is the centre of strategic planning and coordinates the goals and activities of our University in an organic and shared manner.

We are committed to interpreting Quality Assurance as a continuous process that goes beyond the rational of compliance with or conformity to predetermined standards. This process aims to involve the entire University community in a pathway of continuous improvement, in which each person contributes his or her own experience and commitment.

Through a structured, participatory system, we are committed to documenting and measuring the progress constantly pursued in all University areas, to ensure that all our processes are always aligned with our mission and our strategic objectives.

The Integrated Action and Organisation Plan (PIAO) of the University of Bologna includes a section devoted to Organisation and Human Capital, which includes the three-year Personnel Requirements Plan. This plan outlines the criteria for personnel planning, ensuring that human resources are aligned with the University's strategic objectives.

The University's Personnel Division (APOS) is responsible for planning the needs of the professional staff and foreign language instructors. APOS also supports the three-year planning of teaching and research personnel, in cooperation with the Finance Division and under the coordination of the Directorate-General.

The plan takes into account the University's personnel expenses and recruitment possibilities, based on a detailed analysis of turnover in the various functional areas and job families. It also aligns staffing needs with the University's strategic objectives, as outlined in the University's Integrated Plan and management objectives.

The plan is updated annually to reflect new needs and strategic developments in recruitment, and can be updated according to the resources allocated by the Ministry of Education, Universities and Research (MIUR). This dynamic approach allows the University of Bologna to adapt to the growing educational, research and third mission activities, ensuring a consistent increase in personnel to support them.

Forecasts are documents that plan the University's resources and expenditure in a future period.
The 2025 single annual forecast for authorisation of expenditure and the one for the 2025-2027 three-year period, drawn up in accordance with the financial accounting principle, were approved on 18 December 2024.

The financial statements are reports the University compiles to record its income and expenses in a given financial year.

The University's single financial statements for the year 2024 represent the financial and economic situation of the University. They consist of a Balance Sheet, an Income Statement, a Cash Flow Statement and Notes to the Financial Statements. They were approved by the Board of Governors on 23 April 2025.

Goods, services and cultural heritage

The 2025-2027 Three-Year Programme for the Procurement of Goods and Services aims to offer concrete support for activities that make the University of Bologna a place of excellence for study, research and both professional and personal growth.

Approved by the Board of Governors, this programme sets out the guidelines for the procurement of the goods and services deemed essential for the running of the University. It focuses on transparency, accountability and an attention to the needs of the community.

The programme is updated regularly to adapt to evolving needs, ensuring optimal and targeted use of every available resource.

The 2025-2027 Three-Year Public Works Programme of the University of Bologna was approved by the Board of Directors on 30 January 2025, in accordance with Article 37 of Italian Legislative Decree 36/2023.

This programme represents a concrete commitment by the University to improve and develop its infrastructure, with the aim of providing safer, more sustainable and more welcoming environments for students, faculty and staff. Through targeted interventions, the University aims to promote the co-creation of spaces that foster innovation and social responsibility, responding to the needs of the academic community and society.

As a University, we recognise cultural heritage as an essential resource for individual and collective growth, sustainable development and quality of life in a democratic society that respects diversity. This principle is enshrined in the Council of Europe's Faro Convention, signed on 27 October 2005.

The University has adopted a Digital Cultural Heritage Policy, effective as of 1 January 2024, which is aligned with the National Plan for the Digitisation of Cultural Heritage and promotes the management of digital databases according to international best practices and Open Science practices.

The policy provides guidelines for:
- Digitisation of cultural heritage: Defines methodological principles for organised, effective projects in compliance with the applicable legislation.
- Creation and preservation of digital collections: Establishes criteria to ensure accessibility and usability over time.
- Enhancement services: Encourages the use of digital technologies to expand interactions with communities, reach new audiences and create new knowledge.
The policy aims to make heritage more accessible and more engaging, expanding the usability of cultural resources and strengthening the link between the University and the community for future generations.

Ethics and people

Through the Gender Equality Plan, we strive to reduce gender inequalities, to value diversity and to foster an inclusive culture in the academic community. The Gender Equality Report sets out to analyse, both critically and transparently, the gaps that still exist and that we strive to overcome (such as the low presence of women in STEM disciplines or in top positions in many other disciplines), as well as seeking to identify priority areas for action.

We aim to create an increasingly equitable environment by integrating gender perspective into all policies and by offering tools geared towards achieving a lasting cultural change.

The Code of Ethics and Conduct gathers together the fundamental principles that guide the University and regulate its internal and external relations. In force as of 1 April 2024, it promotes the University community's core values and lays down rules to protect the pursuit of fairness, integrity and propriety in conduct, paying particular attention to the prevention of discrimination, abuse and conflicts of interest, as well as aspects connected with intellectual property.

The policy, approved on 26 March 2024, is based on the principles of the best interests of the child, on non-discrimination and on the right to be heard, in line with the Code of Ethics and the work of the Unibo CREAN group.

Open knowledge and responsible innovation

The University of Bologna promotes open access to research data and publications to ensure transparency, dissemination and impact of knowledge. Through the University's archives and specific incentives, the Open Access Policy supports the sharing of scientific results and data.
The Data Management Policy defines criteria for handling data ethically and in accordance with international standards, improving the quality and replicability of research. These initiatives strengthen the University's role in promoting open and responsible science.

Sustainability

Building environmental sustainability requires commitment and vision.

To this end, the University promotes and develops measurable actions and effective strategies to reduce its environmental impact and build fairer and more responsible models.

The University's Energy Plan brings together in a single document an energy report, planned improvement strategies and the relevant indicators measuring their effectiveness.

The University brand

The University of Bologna's official logo, inspired by the 1888 seal, represents its institutional identity. Its use is regulated to ensure consistency and respect for the University's image. It is reserved for institutional purposes connected with teaching, research and communication, while use by third parties requires specific authorisation.

Requested by means of a special form, when granted it permits use of the University's logo associated with the words "under the patronage of", in accordance with the University's guidelines.
