Learning outcomes

At the end of the course the student has a basic knowledge of the main areas and topics of administrative law, i.e. the reasons for the existence of a public power and the submission of the same to legal rules; the law of public administrations; the administrative organization in the articulations of the central government and the local autonomies;  the functional moment of the administrative action and its pathology;  administrative justice institutions. The student also possesses the specific terminological skills essentials to operate in legal fields.

Course contents

The course aims to provide the legal concepts and research methods useful to understand the main characteristics and the changes of the Italian administrative system, due to the incessant reforms that have affected the public sector, always looking for the right balance between fairness and efficiency, impartiality and simplification.


The course is divided into four parts.

- Introduction on administrative law and its principles;

- The administrative organization and its humas and material resources;

- The discipline of the (public law and private law) of the Public Administration;

- The system of administrative responsibiliy, and an introduction to administrative justice and the protection of citizens against acts and conduct of government.

Readings/Bibliography

In addition to the presentations and teaching materials provided through the virtual platform, among the numerous manuals of administrative law we recommend the study of M. D'Alberti, Lezioni di diritto amministrativo, 6th ed., Torino, Giappichelli, 2022, or other more recent edition.

Students who have already taken the administrative law exam during their three-year degree  are pleased to contact the professore in order to agree with her for a different programme, which will take into account the programme already carried out and the time passed from the first exam.

Teaching methods

Lectures in presence, accompanied by the illustration and discussion of judicial cases, which will be made available on line.

 Through the Web page of the teacher, students will also be informed about seminars and other scientific initiatives organized by the School of specialization in Studies on public Administration (SPISA) Studi sull' Amministrazione Pubblica - SPISA — Scuola di specializzazione (unibo.it) [https://spec.unibo.it/spisa/it]), useful to deepen the topics of the exam.

Assessment methods

The exam is oral. During the interview, the student will be asked to answer three questions, taken from the contents of the program.

For attending students, the exam will focus on the knowledge of the topics covered during the lessons. They can also replace the first question with the illustration and comment, among at least 3 of those provided by the teacher, of a case law, chosen by the teacher at the time of the exam.


For Erasmus students, the exam may consist alternatively in the presentation and oral discussion of a paper written on a topic proposed and agreed with the teacher, and delivered to the same at least 5 days before the exam.


In addition to knowledge of the key concepts explanied during the course, assessment will take account: the ability to analyse doctrinal and jurisprudential opinions; to single out connections between the relevant topics; to critical reasoning, as well as the clarity of presentation and critical thinking; the knowledge of legal terminology.

The assignment of the final grade will be inspired by the following criteria:

Preparation on a very limited number of topics addressed in the course that emerge only with the help of the teacher → 18-19;

Preparation on a limited number of topics addressed in the course, appropriate juridical language → 20-24;

Preparation on a large number of topics addressed in the course, large ability in critical analysis, use of specific terminology → 25-29;

Complete preparation on the topics covered in the course, full ability in critical analysis and connections, use of specific terminology→ 30-30L.
