Learning outcomes

The course aims to analyze, from an economic point of view, the areas and aims of public sector intervention in market economies. At the end of the course the student has the analytical tools to compare the economic management of public spending in a comparative perspective between European countries

Course contents

PART ONE: Reasons and methods of public intervention Economic justifications for public intervention. Efficiency and theorems of the welfare economy. Efficiency and equity. Market failures: public goods, externalities, information asymmetries. Public decision mechanisms. The public sector in Italy. SECOND PART: Revenue and expenses Principles of taxation and tax incidence. Spending on the welfare state: pensions, health, assistance, education. MONOGRAPHIC PART: public funding for culture
