Learning outcomes
At the end of the course the student will have the basic knowledge about: 1) the origin of Urban/Regional Planning, its evolution and its tools; 2) the theoretical and operational tools used by planners to analyze and understand the built environment. The student will be able to: - read and understand the contents of a Urban/Regional Plan; - comprehend a work referred to the main planning theories; - describe and interpret the functioning of urban or territorial systems.
Course contents
The course includes the following subjects:
1)Birth and evolution of Planning as a discipline; the Italian Planning System, its levels and its tools; the “Piano Regolatore” (Urban Development Plan) and its evolution since 1942 until today.
2)Some notions about urban survey: the urban settlements and their morphology; public spaces, infrastructures and greenery.
3)The Italian fundamental Planning Law (Legge 1150/1942); the Regional Planning Law of Emilia-Romagna: the structure of the planning tools at the municipal level and their implementation. The “planner's tools”: the main urban ratios, parameters and standards; the “Regolamento Urbanistico Edilizio” and abilitative titles; the tools for urban regeneration (“Piani Urbanistici Attuativi” and “Programmi Complessi”). Some notions about urban economy.
4)Territory, environment, landscape: birth and development of the environment/landscape protection culture in Italy and its main tools. The European Landscape Convention, the Italian “Codice dei Beni Culturali”.
5)The principles of sustainability and urban ecology: the “sustainable” development plan; the “Valutazione di Impatto Ambientale” (Environmental Impact Evaluation) and the “Valutazione Ambientale Strategica”.
During the course some lectures will approach the survey techniques, both at the urban and territorial scale, and some practical survey exercises will be proposed to the students in small groups.

Teaching methods
The Course includes lectures, seminars and a practical urban survey work, that will be developed by the students in groups of two. This work will be verified and discussed during the Course.
Assessment methods
The exam consist of two phases: delivery of the urban surveys works and an oral interview on the topics of the course
1) Urban surveys works, executed by each couple of students, are compulsory and their elaboration is preparatory to acquire the reading and interpreting town plannig techniques. The assigned evaluation (scores from 1 to 10) will have the value of a corrective equal to a maximum of 3 points.
2) The oral exam is focused on the main Course's subjects and it starts from the discussion on a book chosen by each student (among those included in a list included in the teaching material) about some topics of the course.
