Reduced fixed fee for citizens of particularly poor and developing countries or non-EU, non-OECD countries

If you have citizenship in a particularly poor and developing country or in a non-EU, non-OECD country, you can register by paying a reduced fixed fee. You only have to make a declaration on your family's economic situation, without certificates.

What is the reduced fixed fee

It is a fee that allows you to enrol in a first, second or single cycle degree programme paying the following fixed amounts for the a.y. 2024/25:

Reduced fixed fee for nationals of non-OECD countries

Requirements

Enrolled on a first- or single-cycle degree programme

Enrolled in second-cycle programmes

If you are a freshman or have the minimum number of credits

€ 1,000 + €157.04

€ 1,200 + €157.04

If you do not have the minimum number of credits

€ 1,200 + €157.04

€ 1,400 + €157.04 

The minimum number of CFUs (University Educational Credits) to be acquired from 11 August 2023 to 10 August 2024 is:

  • 10 credits if you wish to enrol in the second year
  • 25 credits if you wish to enrol in years subsequent to the second year  

What are the requirements to benefit from the reduced fixed fee

You can benefit from the reduced fixed fee if you meet all the following requirements:

  • you have been enrolled for a number of years equal to or less than the standard duration of the degree programme, increased by one year. To calculate the reference year for the payment of tuition fees, you have to start with the academic year in which you first enrolled at the university;
  • your family has income and/or assets only outside Italy.

What to do to obtain the reduced flat fee (without claiming other benefits)

Go to the ER.GO portal and follow the instructions. Fill in the 'Personal Data' section and access the form to apply for the reduced fixed fee. Declare that you meet the requirements, that your family only has income and assets outside Italy and accept the flat-rate fee (Flat Tax).

If you do not do so, you will also be asked to declare that your household only has income and assets abroad, by means of a special email sent to you by the Tuition Fees office after your fees have been uploaded.

If you have dual citizenship, one of which is from a particularly poor or non-OECD country, you will have to specify where your family has income and assets on the application form for the reduced flat fee. You may only accept the reduced fixed fee if your family has income and assets exclusively in a particularly poor country or in a non-OECD country.

You do not have to attach any documentation on your family's economic situation.

Remember that you will still have to pay the first instalment for registration to a.y. 2024/25 (€157.04). You can pay the subsidised fixed fee on the second and third instalments.

What to do to obtain the reduced fixed fee and apply for ER.GO and/or Unibo benefits (e.g. 150 hours, TPER season tickets, etc.)

Go to the ER.GO portal and follow the instructions. Fill in the 'Personal Data' section and access the form to apply for the reduced fixed fee. Declare that you meet the requirements, that your family only has income and assets abroad and accept the flat-rate fee (Flat Tax).

Also declare that you wish to submit the economic status for ER.GO and Unibo benefits.

You will be directed to the page for declaring your economic status and submitting applications for benefits, according to the instructions and deadlines set out in the relevant notices.

Remember that you will still have to pay the first instalment for registration to a.y. 2024/25 (€157.04). You can pay the subsidised fixed fee on the second and third instalments.

In addition, if you are eligible for the ER.GO scholarship, you will have full tax exemption and only have to pay the first instalment (€ 157.04).

Please note: all documentation concerning the economic status will be subject to thorough checks and controls by ER.GO and, in the event of a negative outcome (e.g. documentation with missing or incorrect data), the benefits obtained will be revoked.

Remember that:

  • reduced fixed fee (also called Flat Tax): this is a fixed-amount tax for international students who meet the above-mentioned requirements;
  • total or partial exemption (also called No Tax Area): this is a reduced fee calculated on the basis of your family's economic status, which you can apply for if your income and/or assets in Italy and/or abroad fall within specific thresholds, you submit the relevant documentation and meet specific merit requirements (CFU and year of enrolment);
  • reduced fixed fee (Flat Tax) and total or partial exemption (No Tax Area) are incompatible: if you apply for the No Tax Area you have to submit the documentation on your family's income and assets only outside Italy which will be carefully checked by ER.GO. If this is incomplete or incorrect, you will not be eligible for Flat Tax and will have to pay the maximum amount of fees [.pdf 209 KB] established for your degree programme;
  • full exemption for ER.GO scholarship recipients: this is a benefit you get if you have applied for an ER.GO scholarship and been found eligible;
  • first instalment of €157.04: this is not a university fee, but is an amount that you must always pay, regardless of your financial status, even in the case of total exemption, by the established deadlinesThis corresponds to: the regional right to higher education tax of €140, €16 stamp duty and €1.04 for the accident insurance premium.
