Learning outcomes

The objective of the course is to provide students with a reference framework for the evolution of the intervention of public authorities in the economy within the more general constitutional principles of the state. At the end of the course the student is able to: (a) identify the main paths identified by the State to intervene in the field of the economy without entrusting everything to the logic of the market; (b) identify in a conscious and critical manner the means and tools made available by law for public intervention in the economy; (c) the role of Public Administrations in the context of constitutional regulations and special sector disciplines: in particular public procurement.

Course contents

Program: Part one 1. General concepts: 1.1. Law and legal norms; 1.2. The components of the notion of state: territory, people and sovereignty; 1.3. The European Union: definitions; organization; the market between the State and the European Union 1.4. The Constitution 1.5 The sources of the Italian legal system: State 1.6 The European sources 1.7 The sources of autonomy 2. Constitutional bodies and their functions: 2.1 Parliament; 2.2 The President of the Republic; 2.3 The Government; 2.4 The Constitutional Court; 3. Regional political decentralization: Regions and local government. 4. Public administration. Second part 1. The new Code of public contracts: with particular regard to legal institutions that promote the development of small and medium-sized enterprises and social inclusion.

EXAM WRITTEN ONLINE ON TEAMS. 3 open questions. The evening before the exam, a link with the room to connect to will be sent via email. Students must already be found with the most suitable shot as per the video shown in class and available on the unibo website and youtube. They will not be able to wear headphones or earphones. In case of disconnection, an oral exam will be held at the end of the written exam, in the virtual classroom usually used for lessons
