Description of the professional areas in the classification of professional staff

Technical and administrative staff are classified into four professional areas, in addition to management, each of which is characterised by different responsibilities and autonomy, specific remuneration and various opportunities for professional development.

Operators' Area

  • Qualification: three-year qualification diploma from a professional institute, or 'Certificate of competence' relating to the first three years of the course of study - with admission to class IV
  • Degree of autonomy: performance of activities supporting production processes and service provision, according to pre-established procedures
  • Degree of responsibility: related to the correct execution of procedures and the resolution of routine problems
  • Remuneration
  • Allowance for specific responsibilities: related to tasks that, while falling within the functions of the area to which they belong, involve the assumption of specific responsibilities. This allowance is commensurate with the level of responsibility, the complexity of the skills assigned, the specialisation required to perform the tasks assigned, as well as the innovative features of the professionalism required. The University of Bologna is applying the new collective bargaining contract and is currently updating the regulation of positions of responsibility.

Collaborators' Area

  • Qualifications: secondary school diploma
  • Degree of autonomy: performance of process phases and/or processes to implement directives and predetermined procedures
  • Degree of responsibility: related to the achievement of certain results in specific areas, ensuring the conformity of activities carried out even in changing situations
  • Remuneration
  • Allowance for specific responsibilities: related to tasks that, while falling within the functions of the area to which they belong, involve the assumption of specific responsibilities. Officers Area

  • Qualification: university degree (first-cycle, second-cycle degree or previous system)
  • Level of autonomy: able to perform functions within a general framework involving various non-predetermined solutions
  • Degree of responsibility: administrative responsibility and responsibility for the achievement of results on the assigned processes, with the possibility of autonomous actions and decision-making, guaranteeing the technical and/or managerial correctness of the solutions adopted, also through responsibility for work groups and organisational units
  • Remuneration
  • Organisational position allowance (organisational and professional positions): related to the assignment of organisational-managerial, specialist or professional positions that require the performance of tasks of greater responsibility and professionalism, also involving membership of professional registers, and commensurate with the cultural requirements, aptitudes and professional skills in relation to the nature and characteristics of the positions assigned.

Highly Professional Areas

  • Qualification: a second-cycle/master's degree (or previous system), as well as several years of work experience in specialised and/or responsible functions that may also require membership of professional associations
  • Degree of autonomy: high degree of decision-making autonomy relating to the performance of activities of leadership, coordination and management of organisationally complex functions of major importance and/or functions with a high professional and specialised content, also involving project, planning and research and development activities
  • Degree of responsibility: administrative and performance-related responsibilities, at different levels, for the specialised and/or organisational functions assigned, including responsibility for organisational units
  • Remuneration
  • Assignments of responsibility: assignments with a high degree of decision-making autonomy and responsibility and with the possibility of autonomously organising one's own work and that of co-workers.

Management

  • Qualification: degree awarded under the previous system, a three-year Bachelor’s degree, a Master’s degree and/or professional qualification as well as the additional experience requirements pursuant to art. 19, paragraph VI of Legislative Decree 165/2001.
  • Level of autonomy: able to adopt administrative measures including all documents that involve the administration externally, as well as financial, technical and administrative management through autonomous decision-making regarding expenditure, the organization of human resources, instrumentation and control.
  • Level of responsibility: exclusively responsible for the administrative activities, management and relative results.
  • Remuneration
  • Positions of responsibility: holds positions of responsibility in first level organizational units of general administration. Management staff who are not entrusted with managing organizational units perform inspection, consultancy, academic and research functions or other specific tasks required by regulations.
