Description of professional staff categories

Staff are divided into four categories B, C, D, EP, plus management, each of which has its own level of autonomy and responsibility, a specific salary scale and different opportunities for professional development.

Category B

  • Requirements for external candidates: compulsory education qualification plus a professional qualification
  • Level of autonomy: able to carry out tasks according to pre-established procedures
  • Level of responsibility: responsible for executing procedures correctly
  • Remuneration

Category C

  • Requirements for external candidates: upper secondary school diploma
  • Level of autonomy: able to perform work related to procedures having various levels of complexity, according to partially pre-established criteria
  • Level of responsibility: responsible for the overall correctness of the procedures performed
  • Remuneration
  • Positions of responsibility: can hold organizational positions, specialist functions and roles of responsibility

Category D

  • Requirements for external candidates: degree awarded under the previous system, a three-year Bachelor’s degree or a Master’s or second cycle degree or formal qualifications required by law
  • Level of autonomy: able to perform functions involving various non-predetermined solutions
  • Level of responsibility: responsible for the technical and / or managerial correctness of the solutions adopted
  • Remuneration
  • Positions of responsibility: can hold organizational positions, specialist functions and roles of responsibility. Specific and specialised positions of responsibility may also be held

Category EP

  • Requirements for external candidates: degree awarded under the previous system, a three-year Bachelor’s degree or a Master’s or second cycle degree or formal qualifications required by law
  • Level of autonomy: able to solve complex organizational and / or professional issues
  • Level of responsibility: responsible for the quality and cost-effectiveness of the results achieved
  • Remuneration
  • Positions of responsibility: holds positions of management responsibility in complex organizational roles, professional functions requiring registration with professional associations, or highly qualified and expert.

Management

  • Requirements for external candidates: degree awarded under the previous system, a three-year Bachelor’s degree, a Master’s degree and/or professional qualification as well as the additional experience requirements pursuant to art. 19, paragraph VI of Legislative Decree 165/2001.
  • Level of autonomy: able to adopt administrative measures including all documents that involve the administration externally, as well as financial, technical and administrative management through autonomous decision-making regarding expenditure, the organization of human resources, instrumentation and control.
  • Level of responsibility: exclusively responsible for the administrative activities, management and relative results.

  • Positions of responsibility: holds positions of responsibility in first level organizational units of general administration. Management staff who are not entrusted with managing organizational units perform inspection, consultancy, academic and research functions or other specific tasks required by regulations.
