Learning outcomes

The seminar offers an introduction to the study of police power, through legal and sociological knowledge and within the institutional and professional context.

The aim is to offer a conceptual skill to learn about the police as a control agency in contemporary society and a concrete opportunity to understand how the police operate in the governance of security.

Part 0: INTRODUCTION

- Police definitions and functions

- Police principles and indicators

- Security institutions and politics

Part I: THEORY

– Police discretion and selectivity

– Guidance principles and key variables

Part II: PRACTICE

– Services: operations center, emergency intervention, road traffic, territorial services, public events, technological applications

– Relations: security issues, security questions, security partnerships, direction and management, facilities and pipelines, regulations and decisions

PART III: SYNTHESIS

– Between legal and real

– For a necessary reform

Readings/Bibliography

The study texts and the exercise materials will be directly provided during the seminar meetings.

Teaching methods

The seminar is held entirely by the professor.

The first part takes place with lectures, to introduce the method and the topics of the meetings.

The second part is characterized by practical exercises, i.e. analysis of empirical materials provided by the teacher, elaborated in small groups by the students according to the indications shared in the classroom and followed by the restitution in plenary by the members of each group.

The third part is held in interactive mode, therefore it consists of a critical reflection on themes and materials considered, stimulated by the teacher and animated by the students.

Assessment methods

Regular attendance at the seminar meetings is a necessary condition for eligibility, due to the importance of attention and interaction shown during the seminar activities.

The criteria for recognition of final eligibility are sufficient knowledge of the topics covered and adequate linguistic and conceptual mastery.
