Learning outcomes

The aim of the course is to critically assess the main motivations and the features of public policies for macroeconomic stabilisation, with a specific attention to the role of monetary and fiscal policy within the framework of the European Union. The course will also address the consequences of globalisation and the ongoing process of fiscal decentralisation in Italy. At the end of the course the student is able to: -understand the impact of public policies on the public budget and on the economy as a whole. -identify the main challenges faced by the Stabilty and Growth Pact in the EU -assess the features of fiscal federalism in Italy.

Course contents

Part One: Introduction to Economic Analysis of Public Policies: The Public Sector in a Mixed Economy. The public sector in Italy (Bosi, chap 2)

Part Two: the public debt. The Italian debt: managing the Public Sector's Assets and Liabilities. Long term sustainability (Bosi, chap 4).

Part Three: Macroeconomic functions of the European Union. The stabilization bureau. The IS-LM model. The European Union. Fiscal and monetary policies in the European Union. The Fiscal Compact. The UE response to Covid-19 pandemic (Bosi, chap. 6).

Part Four: Fiscal decentralization and federalism. Centralization and decentralization: nature of federalism and federal society. The economic advantages of decentralization. Economic theory of fiscal federalism. The optimal allocation across levels of governance. The case of Italy (Bosi, chap. 5).

Part Five: The State intervention. An example of public intervention chosen by students (as an example these are the subjetcts previously chosen: health care policies, social care policies, migration policies, income and social inequalites).
