Learning outcomes
At the end of the course the student has a basic knowledge of the main areas and topics of administrative law, i.e. the reasons for the existence of a public power and the submission of the same to legal rules; the law of public administrations; the administrative organization in the articulations of the central government and the local autonomies; the functional moment of the administrative action and its pathology; administrative justice institutions. The student also possesses the specific terminological skills essentials to operate in legal fields.
Course contents
The course aims to provide the legal concepts and research methods useful to understand the main characteristics and the changes of the Italian administrative system, due to the incessant reforms that have affected the public sector, always looking for the right balance between fairness and efficiency, impartiality and simplification.
The course is divided into four parts.
- Introduction on administrative law and its principles;
- The administrative organization and its humas and material resources;
- The discipline of the (public law and private law) of the Public Administration;
- The system of administrative responsibiliy, and an introduction to administrative justice and the protection of citizens against acts and conduct of government.

Students who have already taken the administrative law exam during their three-year degree can agree with the teacher on a differentiated programme, which will take into account the programme already carried out and the time passed form the first exam.
Teaching methods
Lectures, accompanied by the illustration and discussion of judicial cases, which will be made available on line.
Through the Web page of the teacher, students will also be informed about seminars and other scientific initiatives organized by the School of specialization in Studies on public Administration (SPISA) (www.spisa.unibo.it), useful to deepen the topics of the exam.
Assessment methods
The exam is oral.
In addition to knowledge of the key concepts explanied during the course, assessment will take account of the knowledge of legal terminology.
For the attending students, the examination will take into account in particular, in addition to the knowledge of the topics explained during the lessons, the ability in presenting and critically discussing the judicial cases. For this purpose, in the first part of the examination the student will be required to illustrate and discuss two of these cases, at his/her choice.
