Learning outcomes

This course introduces students to the economic and regulatory aspects of social insurance. It deals with the socio-economic conceptual frameworks to understand the impact of ageing processes on welfare systems. In particular, the course analyses the areas of health, long term and aged care systems, areas with significant allocative problems due to market and government failures. Students will learn about typologies of social insurance schemes as they are designed and operate in different countries, including comparisons among regulatory frameworks and institutional settings characterized by a public and private mix in the delivery and financing of health care services. At the end of the course students gain a thorough understanding of the functioning of social insurance and of the problems of social insurance systems.
