Simultaneous enrolment in different programmes: Degree Programmes, Professional Master's, PhDs and Specialisations

You may enrol simultaneously on up to two programmes at the same university, or at different universities or AFAM institutions (Advanced Artistic and Musical Training), also abroad.

Possible combinations

Possible combinations are:

  • two first-cycle three-year degree programmes, second-cycle degree programmes, single-cycle degree programmes that belong to different first or second-cycle degree classes;
  • a first-cycle and a second-cycle degree programme;
  • a first- or second-cycle degree and either a PhD, a master’s programme, or a non-medical specialisation programme;
  • two master’s programmes, provided they differ as required by the applicable rules;
  • a master’s programme together with either a first-cycle degree, a second-cycle degree, a PhD, or a medical or non-medical specialisation programme;
  • a PhD and a non-medical specialisation programme;
  • a PhD and a medical specialisation programme under the conditions set out in Ministerial Decree 226/2021.

Cases where simultaneous enrolment is not possible             

  • Two programmes, one of which awards a double degree (simultaneous enrolment is possible when one of the two courses awards a joint degree).
  • Two programmes, both of which require compulsory attendance, unless the attendance requirement relates only to laboratory work and internships.
  • Two programmes with nationally restricted access.
  • Two PhD programmes.
  • Two specialisation programmes.

Fees, exemptions and scholarships

The tuition fees are due for both programmes you have enrolled in.

If you enrol in two programmes at universities in Emilia-Romagna, you only have to pay the regional tax for the right to higher education once. You must request a refund of the regional fees paid for the second enrolment from ER.GO following the instructions on its website.

For first and second-cycle degrees, PhDs and specialisation schools, benefits related to the right to higher education are available for one enrolment only, so you must indicate which programme you are applying for in the simultaneous enrolment declaration. If you already have an active student record with benefits, it cannot be changed.

Total or partial exemption from student contributions is granted for both enrolments in the presence of the requirements set out in the Regulations on student contributions.

General conditions and requirements for enrolment

To be simultaneously enrolled on two programmes, for both programmes you must:

  • be duly enrolled for the current academic year;
  • be up to date with student contributions (for example, you must not have any overdue and unpaid university fees);
  • not owe any sums to ER.GO (for example, grants or other contributions you received from ER.GO that must be repaid).

Remember that:

  • if you are already enrolled on one programme and then enrol on another, the latter counts as the second enrolment;
  • if you enrol on two programmes in the same academic year, the second enrolment is the one for which the first instalment is paid last;
  • the second enrolment is subject to the successful outcome of the compatibility checks.

Specific requirements by type of programme

If your second enrolment is in a first-cycle or second-cycle degree

Requirements and conditions

  • Simultaneous enrolment declaration: you must submit the simultaneous enrolment declaration at the time of enrolment and renew it every year, as described under “How to submit the declaration”.
  • Degree class: the two programmes must belong to different degree classes, failing which the second enrolment will be annulled. If one of the two programmes is offered by a foreign university, this rule does not apply.
  • Two-thirds difference in learning activities: the two programmes must differ by at least two-thirds of the learning activities in the study plan. To calculate the difference, refer to the SSD/SAD codes associated with the learning activities in the study plan. The two-thirds difference is considered satisfied when the sum of the differing ECTS credits is equal to or greater than two-thirds of the ECTS credits required by the degree programme. Where the programmes have different durations, the calculation is made on the shorter programme (for an example, see FAQ). If one of the two programmes is offered by a foreign university, this rule does not apply.

How to submit the declaration

Upon enrolment on the second degree programme: if you are already enrolled on a programme at the University of Bologna or another university and wish to enrol simultaneously on a second first-cycle or second-cycle degree, go to Studenti Online and complete the simultaneous enrolment declaration within the matriculation procedure.

Upon annual renewal: to renew the simultaneous enrolment declaration in subsequent years, go to Studenti Online and click the “Iscrizione contemporanea” box.

The simultaneous enrolment declaration must be submitted when you enrol on the second programme; if the two programmes are at two different universities, you must submit it to both.

Study Plan

For the purpose of checking the two-thirds difference requirement, when submitting study plans you must insert your plan for the entire programme and undertake not to change it during the year. When you renew the simultaneous enrolment declaration each year, you may submit a different study plan, which will be checked again.

Once the checks have been completed by the offices, the second enrolment will become active. For information, contact the Student Administration Office for the second programme.

Requesting recognition of ECTS credits from simultaneous enrolment.

If you enrol on a second first- or second-cycle degree and, in your first year of enrolment, wish to request recognition of ECTS credits earned on another first- or second-cycle degree on which you are simultaneously enrolled, see the page Shortening of the Degree Programme.

If you have already been enrolled on two first- or second-cycle degrees for more than one year and wish to request recognition of the ECTS credits earned, contact the office responsible for the programme to which you wish to have credits recognised.

If your second enrolment is in a master’s programme

If the second programme you wish to enrol in is:

  • a Professional Master's at the University of Bologna, you must fill in the simultaneous application form [.pdf 223 KB] and send it to master@unibo.it
  • a Professional Master's at an external institute, you must send a communication to master@unibo.it so that the request can be assessed by the collegiate body of the first programme (Professional Master's, PhD and medical or non-medical specialisation). The outcome of the request will be communicated by the Professional Master's office to the person concerned.

Enrolment is subject to a feasibility assessment by the collegiate bodies when:

  • both the first and the second enrolment programmes require compulsory attendance (general rule);
  • the second programme is a Professional Master's with compulsory attendance.

Simultaneous enrolment is permitted in cases where the attendance requirements of at least one of the two programmes have already been met: for instance, in the case of simultaneous enrolment in two Professional Master's, when for one of the two only the internship and/or the final examination remain to be complete.

If your second enrolment is in a PhD

If the second programme you wish to enrol in is:

  • a PhD at the University of Bologna, fill in the simultaneous enrolment declaration on Studenti Online;
  • a PhD at an external institute, inform the secretariat of the first enrolment programme and the secretariat of the external institute you wish to enrol at.

If the programme in which you are enrolled is a medical specialisation, your enrolment is under reserve, which will be lifted upon approval of your joint attendance by the PhD Academic Board and that of the specialisation school.

You can only enrol in two PhDs if one is at an Italian university and the other at a foreign university with a co-tutorship agreement.

If your second enrolment is in a specialisation school

Non-medical specialisations

If the second programme you wish to enrol in is a non-medical specialisation:

If the programme in which you are enrolled is a Professional Master's, a PhD or a first cycle, single cycle or second cycle degree programme with compulsory attendance, the respective collegiate bodies will verify compatibility of the compulsory attendance with the acquisition of the knowledge and skills required to achieve the educational objectives of each programme.
