Abstract

Project will address common challenge of crowdfunding by: – Increasing institutional competences of crowdfunding platform operators - with identification of cross-border barriers, providing minimum standards, code of conduct, creation and operation of CE crowdfunding hub, exchange of experiences,addressing ethics and supporting establishment of CF portals in East Europe. -Increasing SMEs and start-ups competences for CF: with trainings, sharing best practices, creation of national CF focal points, country specific guides on legal and tax issues, pre-checking and support to selected innovative ideas. - Increasing citizens competences for safe participation at crowdfunding: with creation of guidelines for better understanding of CF to avoid mistakes, understanding crowds drivers and fears, recommending improvement of CF platforms, protecting investors with right chart, building web community for exchange of experiences, bringing CF nearer to crowd with organizing fairs; -Increasing of policy competences to adapt to CF evolution: with review of legal systems, exploring complementary use of public funds, preparation of action plans and approaching EC with position paper and active participation in expert group.   What is innovative? Crowdfunding is relatively new topic in EU.Commission has just recently recognized its full potentials. Proposed project is the first Territorial Cooperation project addressing solely this topic and first in CE comprehensively raising crowdfunding competences of all 4 relevant stakeholder groups. It is the first project recognizing and minimizing CF differences between east and west in the most critical moment – the moment of steep rise of global crowdfunding phenomena. With proper timing this project will bring reasonable potential to become flagship not only in CE area, but also beyond.
