Abstract
The PRIN 2022 research project “Metropolitan Cities under PNRR. The Design of a Metropolitan Decision Support System” aims to advance empirical knowledge on the planning and design capacity of Metropolitan Cities in Italy. Specifically, it seeks to define the conceptual framework for a Metropolitan Decision Support System (MDSS), leveraging the opportunity presented by the National Recovery and Resilience Plan (PNRR—the Italian strategy for managing NextGeneration EU funds) to narrate, monitor, and regulate the implementation of Integrated Urban Plans (PUI) and the Innovative Housing Quality Program (PINQuA), for which the Metropolitan Cities are both beneficiaries and implementers. MDSS is a solution that integrates various approaches, including a matrix of integrated qualitative-quantitative indicators (such as PUI performance indicators, alignment with PNRR missions, consistency with strategic and spatial planning objectives, and compliance with the overarching goals of the Green Deal and SDGs), as well as corrective techniques to revise and inform the planning efforts of Metropolitan Cities. The project will use the context of the Metropolitan Cities of Bologna and Florence as reference cases, due to their similarities in terms of housing planning frameworks, geographic and environmental characteristics, and historical traditions shaping urban policies, as well as their differences in the management and implementation of PINQuA and PUI projects. The research team for the PRIN project “Metropolitan Cities under PNRR” (CUP 20229KFBTY) is coordinated by Carlo Pisano from the Department of Architecture (DiDA), University of Florence, and Valentina Orioli from the Department of Architecture, University of Bologna. The research group includes Giuseppe De Luca, Valeria Lingua, Flavia Rizzuto, and Silvio Cristiano (DiDA, University of Florence); as well as Martina Massari and Micaela Antonucci (Department of Architecture, University of Bologna).
