Learning outcomes
By attending the seminars, the student will receive an overview on the structure of the Regulation EC 1223/2009 on cosmetic products, and its main provisions. The student will also acquire in-depth operating knowledge on specific parts of such regulation, such as Chapter IV (Consumer Information), particularly on cosmetic labelling, including the INCI name of ingredients, the indication of allergens and nanomaterials in the label, the precautions and indications, the symbols used on packaging, and the special labelling provisions for perfumes and sunscreens, on the claims of cosmetic products both in the labelling and in the commercial communication.
Course contents
Introductory matter. European Union rules; Mandatory acts: regulations, directives and decisions; Non mandatory acts: recommendations and opinions; Brief history of the legislation on cosmetic products in Europe.
Cosmetic products regulation 1223/2009; description of key provisions.
Definition of cosmetic products, with examples of borderline products.
Roles and responsibilities along the supply chain, the role of the Responsible Person.
Rules for the labelling of cosmetic products.
Cosmetic products notification.
Notification of nanomaterials.
Animal testing ban.
Ingredients: prohibited, restricted and allowed substances, special provisions on CMR substances, traces of prohibited substances.
The Scientific Committee on Consumer Safety Safety (SCSS) and its modus operandi.
The Product Information File (PIF).
Cosmetic products claims and common criteria (Regulation 655/2013).
Overview of chemical regulations: the Registration Evaluation Authorization and Restriction of CHemical substances (REACH) Regulation 1907/2006.

The knowledge of the topics discussed will be assessed via a questionnaire administered at the end of the seminar itself.
