Learning outcomes
The student possesses a sound understanding of the general framework of public administration within the healthcare sector, as well as foundational knowledge of Public and Administrative Law.
Course contents
General Part
The fundamental principles and characteristics of the national legal system. The sources of law. The organization of the State. The decentralization of public powers.
Special PartThe right to the protection of individual and collective health. The Italian National Health System.

Teaching methods
- Lectures and group exercises.
- Attendance is essential for a comprehensive understanding of the subject matter, although the examination topics are covered in the recommended bibliography.
Assessment methods
Attendance at teaching activities is compulsory; the minimum attendance requirement to be admitted to the final examination is 75% of the scheduled classes. For Integrated Courses (ICs), the 75% attendance threshold applies to the total number of teaching hours across all modules of the Integrated Course. Students who do not meet the minimum attendance requirement will not be allowed to sit the final examination and will be required to retake the course in its entirety during the following academic year.
The assessment consists of an oral examination.
The examination will cover topics related to those outlined in the "Programme and Contents" section and on the topics covered during the lectures
The evaluation of the examination will take into account the following criteria:
- knowledge of institutional aspects;
- ability to analyze judicial and doctrinal perspectives;
- capacity to establish connections between different parts of the programme;
- ability to develop critical arguments;
- coherence and structure of the presentation;
- accuracy of the exposition.
The verification of the expected learning outcomes takes place during the examination, which is designed to assess the achievement of the intended educational objectives. The exam consists of an oral discussion on the topics covered in the course syllabus.
For indicative purposes only, the final grade will be assigned based on the following criteria:

Sufficient or slightly more than sufficient knowledge of the topics covered, limited critical capacity, difficulty in using legal-technical language → 18-21;

Fair or rather good knowledge of the topics covered, decent critical capacity, good use of legal-technical language → 22-25;

Good or more than good knowledge of the topics covered, solid critical capacity, mastery of legal-technical language → 26-29;

Comprehensive knowledge of the topics covered, excellent critical capacity, full command of legal-technical language → 30-30L.
The grade obtained will be averaged (weighted by the number of ECTS credits) with the partial grades received in the other modules of the integrated course
Teaching tools
During the course, the teacher will make use of a projector to present slides and relevant documents as part of the teaching materials.
