Learning outcomes

At the end of the course, the student will:

- have a basic knowledge of the complex EU legal system;

- know the functions of the European Union, and the relationship between the supranational level and the legal systems of the Member States;

- know and be able to use the EU legal instruments as well as the case law of the EU Court of Justice

Course contents

The course is divided into two sections: the first will be purely institutional; the second will cover the system of rights protection. It will be followed by jurisprudential insights particularly on citizenship and free movement of persons, with nods to migration issues.

Specifically, the following topics will be developed:

- the nature of the European Union;

- the EU institutional system with a special focus on the European Parliament;

- the sources and principles of the EU legal system;

- relations with national legal systems;

- the judicial protection of rights;

- citizenship;

- the area of freedom, security and justice and the free movement of persons (Schengen Area).

The topics of seminars and conferences that will be organized during the course are considered part of the program for those attending.

Teaching methods

Lectures are geared towards critical discussion and interaction with students, with the aim of developing not only theoretical knowledge of EU law, but also the ability to apply it consciously and independently.

To this end, the teaching activity includes the use of guided questions during the lectures to stimulate legal reasoning and active participation, also in dialogue form. Ample space is also given to the analysis of judgments of the Court of Justice of the EU, which are discussed in the classroom in order to understand the role of case law in the development of EU law.

Particular attention is paid to topical European issues, addressed through insights drawn from official sources (Commission communications, Council decisions, acts of the European Parliament) or from concrete cases that enable students to contextualise theoretical knowledge in real-life scenarios.

Oral examination in ordinary examination session.
