Learning outcomes

At the end of the module the student knows and knows how to apply the functions identified by the rules establishing his professional profile, as well as the specific code of ethics. In particular, he knows the relationship of public employment, the system of responsibilities and the system of judicial guarantees, as well as the welfare and the organization of competences, with regard to civil, criminal and administrative responsibilities, accountants of a health care professional.

Course contents

1. The Law, the State, the sources of law, legal subjectivity, relations between the Italian State and the European Union, and the Constitutional Charter.
2. Parliament, the President of the Republic, the Government, the (national and European) judicial system.
3. Public administrations, the public employment relationship, the principles of administrative action.
4. The administrative procedure.
5. EU intervention and health systems, the Italian Health Service.
6. The sharing of competences between State and Regions in the field of health, health planning, the governance of the health system.
7.The responsibility of the operator of the health profession.
18. The organization of health companies, monocratic bodies, collegial bodies, the figure of the manager in public health structures, the peculiarities of the IRCCS.

The written exam will take place in the form of a multiple choice quiz and an open response quiz


The final evaluation will be based on incremental levels:


Somewhat limited knowledge of the topics addressed in the course which emerges only with the help of the teacher, with expression in substantially correct language → 18-19


Limited knowledge of the topics addressed in the course that emerges independently, with expression in substantially correct language → 20-24


Knowledge of a suitable number of topics addressed in the course with good ability to make appropriate logical-deductive connections and good mastery of specific terminology → 25-29


Very exhaustive knowledge of the topics covered in the course, with excellent ability to make appropriate logical-deductive connections and absolute mastery of specific terminology → 30-30L
