Mission
The division’s mission is to manage the University's real estate assets from an organisational, legal, administrative, accounting, land registry, tax and digital perspective, while overseeing compliance with obligations relating to inventories of movable and immovable property, the University's central storage facilities, and the assets they contain, also with a view to their reuse. The division also manages the University's insurance policies from an organisational, legal, administrative and accounting perspective, together with claims and compensation payments, alongside relations and obligations arising from the University's participation in, or right to appoint its representatives in, foundations whose assets originate from testamentary provisions. Furthermore, it manages agreements with the Bologna-CUSB University Sports Centre and the Italian University Sports Federation (FederCUSI), acting as the main point of reference for all related aspects, as well as the spaces assigned to the division and access to University facilities.
Main activities
- Preparing the three-year plan for the acquisition, enhancement and disposal of real estate assets.
- Managing public tender and negotiated procedures for the sale and lease of properties owned by the University and the foundations it administers.
- Overseeing relations and obligations arising from the University's participation in, and/or right to appoint its representatives to, foundations whose assets originate from testamentary provisions, including the approval and revision of statutes, the appointment and delegation of UniBo representatives on governing bodies, and the acquisition of financial statements, reports on the entity's performance and all other documents necessary and useful for management purposes.
- Managing handover procedures for staff accommodation (caretakers' housing).
- Managing property acquisitions and concluding contracts, agreements and leases relating to property transactions, including property valuation activities, relations with the State Property Office, negotiations and dealings with public bodies and private parties.
- Handling matters relating to the definition of boundaries, easements and any other issues arising from relations with neighbouring properties, as well as relations with co-owners and condominium administrations.
- Managing and overseeing unassigned properties, as identified by regulations and provisions, including relations and cooperation with the University’s organisational entities and third parties, with a view to their preservation, optimisation and enhancement.
- Managing and overseeing the University's central storage facilities and warehouses, and the movable assets they contain, also with a view to their possible reuse.
- Managing contracts for porterage services and logistical coordination systems (e.g. removals, management of storage facilities and the transfer of paper files and documents).
- Preparing and signing contracts and agreements relating to real estate assets.
- Managing income from real estate and any other local taxes and levies relating to the property portfolio, and managing the related tax compliance obligations.
- Managing the inventory of immovable and movable property (excluding library materials) of the General Administration, and supervising the inventory of movable property of the University’s organisational entities, contributing to the preparation of the University's financial statements as concerns the section relating to the statement of assets and liabilities. Managing asset disposal procedures and providing liaison and support to the Asset Disposal Committee.
- Managing the storage service for student records, dissertations and archival materials, and the related collection and delivery service.
- Overseeing and managing the expansion and use of the University's digital archiving and retrieval system for assets (PAL), to meet the needs of the University's offices and governing bodies in relation to asset management. Acquiring, collating, validating and continuously updating data for all the University’s organisational entities, in cooperation with other entities holding such data. Acting as secretary to PAL's inter-division technical working group.
- Managing contracts for the acquisition and gratuitous loan of movable property relating to organisational entities without budgetary autonomy, and managing public tender and negotiated procedures for the disposal of movable property.
- Managing relations with external parties for asset management and fulfilling the obligation to submit lists of properties to ministries and other competent authorities for the purposes of preparing the statement of assets.
- Managing space allocation procedures for the University’s organisational entities and overseeing the status of allocations made in accordance with current regulations.
- Acquiring and managing donations (excluding the "DonaOra" project), including earmarked and restricted funds, inheritances and other non-property funding, and overseeing donations received by organisational entities by providing specialist advice in this area.
- Overseeing agreements with the Italian University Sports Federation (FederCUSI) and the Bologna-CUSB University Sports Centre, including operational aspects, by managing the related contractual, administrative, accounting and tax matters, in liaison with the division responsible for building works for all plant engineering and construction aspects relating to sports facilities owned by the University of Bologna and with the University Sports Committee.
- Managing the organisational, legal, administrative and accounting aspects of the University's insurance policies, claims and proposed compensation payments, and the University's insurance brokerage contract.
- Initiating compulsory recovery procedures for revenues and receivables relating to the assets and activities within the division's remit, including injunctions, notifications and collection, in liaison with the Legal Services Professional Unit.
- Overseeing at the local level activities relating to access management for University premises in Bologna.
- Liaising with the division responsible for tenders and procurement to support the identification of service requirements relating to building access.
- Overseeing and providing logistical and administrative support for the temporary allocation of spaces to internal parties (students, academic staff, professional staff) and external parties.
- Managing the accounting aspects and implementing all processes, deeds, contracts and payments relating to assets and real estate, including service charges and refunds.
- Managing the accounting aspects of all processes, deeds, contracts and payments relating to procurement contracts within the division's remit, as well as service charges, utilities and related refunds, and management charges owed to third parties.
- Managing multifunctional spaces and common areas assigned to each division, ensuring liaison with the competent organisational entities for the computerised management of teaching timetables.
- Initiating compulsory recovery procedures for receivables relating to the assets and activities within the division's remit, including injunctions, notifications and collection, in liaison with the Legal Services Professional Unit.
