Programme profile

The purpose of this degree programme for LegalConsultants in business and public administration is to give graduates a solidlegal-cultural foundation, equipping them to understand future regulatorychanges with specific knowledge of the main legal sectors. In particular,graduates have a basic knowledge of macro and micro economics, enabling them tounderstand the structure of markets and their players. They also havecompetence in the areas of employment and trade union law, as well as welfare,social security and pension law. Additionally, graduates have a knowledge ofhow public administrations are organised and how personal businesses andpartnerships are governed. On completion of the curriculum, graduates know thelegal requirements that govern communication and disclosure processes and canapply them in specific organisational or business contexts; they can readfinancial statements; they are able to understand and prepare contractualdocuments, including those for international use; they can apply theregulations governing transportation and tourism in specific cases, especiallynegotiations in these sectors, and they are also able to consult legaldatabases independently and use IT equipment.

The training covers five principal areas of learning:
- PRIVATE LAW, relating to knowledge of the fundamentalinstitutions of private law at national and supranational level, as well as theprincipal components of and most significant legal problems in the followingareas of law: contracts, bankruptcy, transportation, intellectual property,agriculture.
- PUBLIC LAW, relating to knowledge of the legalframework of government (structure and functioning of powers, substantive andprocedural rules imposed on operators by the governmental authority in order tokeep the framework whole and effective at national and supranational level);administrative organisation at central and local levels; the functioning ofadministrative action and the institutions of administrative justice atnational and supranational level; the institutions of the European Union, theirresponsibilities, their deeds and their effect on Italian law; the principalcomponents of and most significant legal problems in the following areas oflaw: constitutional, regional, urban planning, supply contracts, environmental,tourism, criminal proceedings.
- EMPLOYMENT LAW, relating to knowledge of the rulesgoverning individual employment relationships; trade union law and the roles ofthe social partners within the framework; legal mechanisms for the functioningof the job market; regulations governing occupational health and safety;components of social security and pension systems, including administration ofthe related requirements; relations with the supervisory bodies for employment,social security and pension-related activities, including knowledge of theprocedures for levying administrative and criminal penalties.
- ECONOMIC-FINANCIAL-ADMINISTRATIVE LAW, relating tolegal knowledge of company law, the financial markets and credit instruments;the substantive, procedural and litigation dimensions of the taxationframework; the fiscal implications of company formation, management andliquidation matters; the fundamentals of economic policy and the problemsassociated with the development of local economic systems; public funding andthe management of public finances; links between economic-financial andcommercial matters and constitutional, administrative and social security lawsand accounting matters; various issues that arise in the planning, management,organisation and execution of business strategies; the economic-institutionalmechanisms underlying the creation of businesses; identification, withreference to case studies, of the principal factors that lead to the choice oforganisational structure, strategies and operating decisions.
- LEGAL METHODOLOGY, relating to broad knowledge of, onthe one hand, the principal legal sectors (including a soundcultural-methodological preparation in order to understand regulatory changes),the origin and development of legislation in its historical context and thecomparative method, as a fundamental way to refine knowledge about the originsof and reasons for the existence of the principal legal institutions; and, onthe other, the linguistic and IT knowledge required by the regulations.

The degree programme also envisages the activation ofsupplementary course units aimed at broadening the basic preparation andproviding the necessary skills in specific areas and sectors, so as to completethe professional training of graduates. The necessary connection betweenacademic preparation and vocational training is guaranteed by structuredrelationships with professional and productive entities. In fact, curricularinternships are planned in public and private institutions and bodies in orderto provide students with the working tools required to respond to the demandsof the world of work.

A significant part of the analysis and processing ofknowledge is founded on personal study by the student, requiring furtherprocessing of the information obtained and leading to greater understanding.Achievement of the ability to apply knowledge and understanding is verified byoral and written exams, as well as by the assessment of individual papers, thepresentation of mini-dissertations and group discussion of problems, enablingthe student to demonstrate confident use of the tools and methodologiesprovided during the degree programme.
