Learning outcomes

The Course provides students with an adequate understanding of the different legal and institutional tools whereby private organisations, both for and non profit, can develop steady partnerships with national or local authorities (PPPs) in the delivery of services of economic general interest.

Course contents

The Programme

In the light of the EU Directive of 2014 and of the recent acts passed by the Italian Parliament and Government, the legal tools and procedures relating to Public-Private Partnerships (PPPs) will be analysed.

The Contents

  1. Legal and Economic theories backing the establishing of PPPs
  2. EU law and PPPs
  3. PPPs in the Italian legal system, especially PPPs providing health and social care services
  4. Legal case studies

Traditional lectures and group work.

Assessment methods

Oral exam. Interviews are aimed both at testing the understanding/knowledge of the various topics and individual's critical analysis
