Learning outcomes

At the end of the course the student knows the main economic policies of regional and more generally territorial development, both Italian and European. In particular, the student is able to: use quantitative and analysis tools that allow him to evaluate and support regional economic policy decisions; choose and analyse useful indicators for the description of Italian and European regional socio-economic context

 

Course contents

The course adopts a modality of organization of mixed teaching (40 hours simultaneously in presence and online on MS TEAMS). The face-to-face lessons will be for a number of students corresponding to the capacity of the classroom defined in compliance with the indications of the safety protocols. If the request for attendance exceeds the capacity of the classroom the students must follow online. Despite the specific methods of organizing the course, students will be able to follow the lessons of the entire course remotely on MS TEAMS.

The course is divided into two modules: the first held by Prof. Cristina Brasili and the second by Prof. Valentino Moscariello.

The first module (20 hours) will deal with the following topics:

-Local development, territorial capital, local production areas and National Strategy for Inner Areas (6 theoretical hours)
-The current conception of local development and governance in industrial districts

-The indicators for measuring the territorial capital
-The National Strategy for Internal Areas

Growth factors (4 theoretical hours and 2 laboratory hours)

-The role of productivity
-The role of institutional quality

The Cohesion Policy of the European Union (6 theoretical hours + 2 hours of laboratory):

-Objectives and principles of the EU Cohesion Policy
-The Structural Funds and the National Strategic Framework in the 2007-2013 programming, the characteristics of the programming period of the 2014-2020 Cohesion Policy.
-In-depth analysis of the critical issues in the implementation of the Cohesion Policy in some Italian regions

The second module (20 hours) will deal with the following topics:

  1. Regional development in twentieth-century Europe; regions with European integration (2 hours);
  2. From the 20th to the 21st century: globalization, outsourcing, inequalities, the new European geography (2 hours);
  3. Italian regions in the 21st century, the productive structure in the South (2 hours);
  4. Public intervention in 21st century Italy, asymmetric austerity (2 hours);
  5. The 2030 agenda: aims and objectives (2 hours);
  6. Institutional quality and social capital (2 hours);
  7. The 2021-2027 multiannual financial framework of the European Union; the “Next Generation EU” plan;
  8. The setting of the Cohesion Policy 2021_2027 and the crisis generated by the Covid -19 (2 hours);
  9. Introduction to the evaluation of public decisions: cost-benefit analysis: (2 hours);
  10. Seminar activity (2 hours).

Teaching methods

The teaching method followed is to theoretically address a problem of economic policy (through frontal lessons) and then to show the empirical analysis approach through the use and discussion of data related to the problem in the lessons in the laboratory.

Assessment methods

Verification of the degree of learning of the topics covered will be conducted in two ways: a) an oral exam that focuses on the entire program of the course and b) at the student's choice the preparation of a paper agreed during the course that will be delivered one week before the appeal and presented during the exam (and will be the subject of further study).


The evaluation in the case of mode a) will be given according to the following criterion:


• Sufficient preparation and analytical skills, expressed in a formally correct language → 18-22;
• Technically adequate preparation, sufficient analytical skills, even if not particularly articulated, expressed in correct language → 23-26;
• In-depth knowledge of the topics covered in the course, good analytical and critical skills, mastery of specific terminology → 27-29;
• Very in-depth knowledge of the topics covered in the course, critical analysis and connection skills, mastery of specific terminology → 30-30L.


The evaluation in the case of modality b) will be given according to the


The topics not covered in the paper will be briefly discussed during one of the subsequent exam sessions. The maximum number of points obtainable from this test is 16.
The topics of the course not covered in the paper will be briefly discussed at the end of the presentation of the paper. The maximum number of points obtainable from this test is 16. Topic and index of the paper must be agreed in advance with one of the teachers
The paper must answer a short research question, must have a maximum length of 10-15 pages, must be sent by email to Professor Brasili and / or Professor Moscariello one week before the date of presentation, the maximum score for the paper is 16 points
The exam grade will be given by the sum of the scores obtained from the presentation of the paper and the oral exam (assessed according to the criteria of method a).
Scores 31 and 32 correspond to 30 cum lode

In particular, we intend to verify the achievement of the following educational objectives:
- knowledge of the economic policies of the European Union and its links with Italian and international ones;
- appropriate use of the methodological tools illustrated during the lectures;
- ability to ask Research Questions concerning the use of these tools to analyze the effects of policies;
- ability to discuss the results obtained in order to interpret the phenomenon under study, in the light of the literature on the subject and current economic policy strategies.
