Learning outcomes

The course is aiming at providing a general knowledge of law regulating the tourism industry in Europe and particularly the law and policy governing agency and distribution, passenger transport, traveller accommodation, activities and attractions, paying particular attention to the most visited countries as France, Italy and the United Kingdom. In addition the course will provide a general overview of law regulating urban planning. At the end of the course, students will be able to consider and discuss the function and effectiveness of the law regulating tourism.

1. An introduction to EU public law

1.1 EU specific competence on tourism

1.2 The UNWTO Global Code of Ethics for Tourism

2. A public law perspective on tourism

2.1 Private interest goods and public interest goods

2.2 Economic activities and services of general economic interest related to the tourism industry

3. Public law regulation of the tourism industry

3.1 Regulation of public goods related to tourism and competition law

3.2 Regulation of services of general economic interest related to the tourism and liberalization

3.3 Regulation of economic activities related to the tourism

4. Court of Justice case law on tourism

Readings/Bibliography

Textbooks do not deal specifically with European tourism law. Learning materials will be available on the new IOL website on the second semester

Teaching methods

Teaching methods are academic lessons, promoting dialogue and debate with students.

Plus the course shall focus on the analysis of case studies.

Lectures with experts shall be planned in order to give immediate confirmation of the practical relevance of the course contents.

Assessment methods

Students will be evaluated through a written test.
