Learning outcomes

At the end of the Urban Planning Legislation course, the student will know the regulations regarding urban planning for land management, including the right to build, the layout and increase of construction in urban areas, and the rational use of land. They will understand the discipline of territorial planning (at the municipal, provincial, or regional level) with urban planning tools (Coordinated Territorial Plans, regional plans, zoning plans), as well as building permits, characteristics of buildings, and sanitary, aesthetic, and health conditions of constructions. Finally, they will be familiar with implementing urban planning tools, such as detailed plans and subdivision plans. Regarding skills and practical abilities, the student will be able to identify and recognize the regulatory references related to land governance, urban planning and construction in building and territorial management paperwork, to be handled within public administrations, and private engineering and architectural service companies. Additionally, they will know how to identify and access databases containing regulatory references related to urban planning legislation, to select and obtain the necessary information. Finally, they will be able to describe urban and local territorial areas through vector/raster mapping and technical drawing. In this way, the course micro-specifically addresses the goal of the degree program to train a professional with foundational knowledge of the legislative aspects required for those operating in a specific context. Furthermore, it coordinates the objectives of the individual course with the overall educational path of the degree program through the transfer of basic criteria related to territorial and environmental analysis, and the tools for land governance and environmental protection.

An individual assignment forms an integral part of the training activity, focusing on the analysis and reading of a municipal general planning instrument related to the student's municipality of residence. The activity begins with the acquisition of materials concerning the municipal general plan and the analysis of its regulatory frameworks and cartography/zoning maps. It concludes with the submission of a summary report outlining the main contents, strategies, and implementation methods of the instrument.

During the course, both the individual lecture presentations and the full texts of the laws covered in the course will be provided on the Virtuale platform.

Additional supplementary and/or in-depth teaching and bibliographic material will be provided by the professor should the need arise.

Teaching methods

The course consists of traditional lectures complemented by an individual assignment on a case study. This assignment involves the independent analysis of a municipal general planning instrument at home, followed by both individual and collective in-class discussions on the progress of the work.

Course attendance is strongly recommended.

Assessment methods

Students will be evaluated through an oral examination and awarded a grade. The exam assesses the student's ability to apply the acquired knowledge and to establish logical-deductive connections based on:

- in-class interactions during discussions held throughout the course (15%);

- the outcome of the final report evaluation, the definitive version of which must be submitted approximately 15 days before the exam date (35%);

- a final interview evaluating the knowledge acquired during lectures, the reading of course texts, and the insights gained from analyzing the municipal general urban planning instrument during the assignment (50%).

For non-attending students, the 15% of the evaluation derived from in-class interaction with the professor will be compensated by agreeing upon additional in-depth readings. Non-attending students are also requested to contact the professor to agree on the municipal context to be analyzed for the urban planning instrument assignment.

The final grade will be granulated according to the following criteria:

Preparation limited to very few topics; analytical skills demonstrated only when guided by the professor; overall correct terminology 18–20 (sufficient).

Preparation limited to a restricted number of topics; analytical autonomy confined to factual/rote notions; correct terminology 21–24 (fair/satisfactory).

Preparation covering most of the syllabus; capacity for independent critical analysis; mastery of specialized vocabulary 25–28 (good/very good).

Comprehensive preparation; excellent capacity for critical analysis, synthesis, and argumentation; full mastery of specialized vocabulary 29–30L (excellent).

Teaching tools

Lectures are supported by presentations and slides. In addition to text and images, these include multimedia content with links to websites and online documentation.

Furthermore, lectures are enhanced by additional teaching materials shared by the professor, as well as contributions made by students throughout the course.

AI, when used judiciously, can be a useful tool to assist individual study through in-depth analysis and summaries of the topics covered in class. It can also assist students in reading the municipal general urban planning instrument and support them in preparing the final report, provided that they take care to verify beforehand the reliability, accuracy, and consistency of the information generated by the chatbot used.
