Course contents

Module on Veterinary Legislation and Animal Welfare.

The course aims to provide students with the tools to understand and analyse the regulatory framework affecting the aquaculture sector, with particular reference to animal health and welfare and food safety. The aim is to develop students’ ability to identify and critically analyse legislative developments in the sector at European Union, national and regional levels.

GENERAL SECTION

Introduction to Law

Common law and civil law; the concept of a legal rule; the legal system.

The Powers of the State

Legislative power: sources of law; the legislative process; repeal of a legal rule and resolution of conflicts of law; sources of legal knowledge. The Italian Constitution: general overview.

Executive power: administrative measures; appeals; the public administration; structure and functions of the National Health Service (Ministry of Health, National Institute of Health, Higher Health Council, PIF, UVAC, Regions, AASLL and IIZZSS).

Introduction to the law and functioning of the European Union

An overview of European integration; the competences of the European Union; the EU institutions and their functions; decision-making procedures and the adoption of legal acts; sources of law; sources of legal knowledge; the relationship between EU law and national legal systems; the structure of an EU legislative act.

SPECIAL SECTION

Animal health: the concept of listed diseases under the Animal Health Law (Regulation (EU) No 429/2016, Commission delegated and implementing acts, national coordinating rules)

Assessment methods

Module of Veterinary legislation

The assessment is made by means of an oral examination at the end of the course according to a scheduled timetable and by booking with Alma Esami; the examination includes at least two questions, one on the general part and one on the special part of the programme; the examination is failed if the student does not answer both questions sufficiently.

La valutazione è espressa con una votazione in trentesimi per gli esami. La prova è superata con una votazione di almeno 18/30. In caso di votazione massima (30/30) può essere attribuita la lode.


The assessment is based on the following criteria
- setting out the general outline of the subject only with the help of the teacher using approximate language max. 21/30
- outline the topic in general terms without the help of the teacher using moderately correct language max up to 25/30
- set out the general outline of the topic and know how to develop it independently using correct language max up to 28/30
- set out the general outline of the topic and develop it independently using fully correct language and the ability to link concepts max up to 30/30 with distinction
