B2077 - Geopolitics and Geostrategy

Learning outcomes

The course aims to provide the tools to understand the link between geographical space and the exercise of power, and to analyze the field of international relations through the study and use of the discipline's specific methodology and instruments. By the end of the course, students will possess a sound knowledge of the theoretical premises of the discipline and their historical evolution; they will be able to analyze the cases of major international actors, comparing their representations and projects; they will be able to critically interpret cartographic images and identify elements useful for geostrategy analysis.

Course contents

The course is developed in four modules:

Module 1: Foundations and Sea Power (Days 1-3)

• April 9: Introduction and Classical Theories. From Mackinder (Heartland) to Mahan (Sea Power). Evolution from geographical determinism to critical geopolitics.
• April 10: Geopolitics of Connections: Land routes and maritime routes. Physical obstacles and Chokepoints. Technical analysis of Bab el-Mandeb, Suez, Hormuz, and Malacca. The role of Navies in route protection.
• April 16: Space, Critical Infrastructure, and Connectivity. Geopolitics of submarine cables and satellites. Digital sovereignty and the technological "Silk Road."

Module 2: Global Actors and Conflicts (Days 4-6)

• April 17: The Birth and Death of the Rules-Based World Order: international law and diplomacy, the UN, and international organizations.
• April 23: The role and functions of intelligence. A brief history of espionage in International Relations. Major intelligence agencies.
• April 24: Geopolitics of Energy. The oil age and the need for energy supply. How oil moves: pipelines and oil tankers. The role of gas pipelines and LNG terminals in the Mediterranean.

Module 3: Global Actors and Conflicts (Days 7-9)

• April 30: Hybrid Wars: Proxy wars and False Flag Operations, terrorism, and asymmetric warfare.
• May 7: Cognitive warfare, space, and the infosphere: Deception, Information warfare, Cyber warfare. The strategy of deception. The problem of cyberattack attribution and the role of non-state actors.
• May 8: Proliferation and counter-proliferation of weapons of mass destruction and CBRN (Chemical, Biological, Radiological, and Nuclear) threats.

Module 4: Towards a New World Order? (Days 10 and 11)

• May 14: The US-China confrontation. China's economic and technological challenge. The Dragon's Grand Strategy: Belt and Road Initiative. The Thucydides Trap. Destined for war?
• May 15: Closing Conference

Hybrid learning format with in-person lectures and remote guest speakers

Assessment methods

The exam is usually oral, but students who have difficulty reading in Italian can take the exam with a written thesis, agreed upon with the instructor, based on English texts only.
