Learning outcomes
At the end of the course the student has a basic knowledge of the main areas and topics of administrative law, i.e. the reasons for the existence of a public power and the submission of the same to legal rules; the law of public administrations; the administrative organization in the articulations of the central government and the local autonomies; the functional moment of the administrative action and its pathology; administrative justice institutions. The student also possesses the specific terminological skills essential to operate in legal fields.
Course contents
The course aims to provide the legal concepts and research methods useful to understand the main characteristics and the changes of the Italian administrative system, due to the incessant reforms that have affected the public sector, always looking for the right balance between fairness and efficiency, impartiality and simplification.
The course is divided into four parts.
- Introduction to administrative law and its principles;
- The administrative organisation and its human and material resources;
- The discipline of the (public law and private law) of the Public Administration;
- The system of administrative liability.
Readings/Bibliography
In addition to the presentations and teaching materials provided through the virtual platform, among the numerous manuals of administrative law, we recommend the study ofM. D'Alberti, Lezioni di diritto amministrativo, 7th ed., Torino, Giappichelli, 2023, or other more recent editions.
Teaching methods
Lectures on campus, accompanied by the illustration and discussion of judicial cases, which will be made available online.
Assessment methods
Students will be evaluated through a written test composed of two parts: multiple choice questions and an open question.
Teaching tools
Slides, docs, case law (rulings, etc.), and other case studies (decisions, etc.) will be accessible on the "Virtuale" Platform (Dashboard).
Students requiring compensatory measures and/or due to disabilities or Specific Learning Disabilities (SLD) should communicate this as soon as possible to the teacher to be addressed to the appropriate office to evaluate and agree on the most suitable measures and tools.
