Learning outcomes

The course deepens the legal framework f the local administrative system, with specific reference to local autonomy, local organization and the local administrative system of intervention and regulation in the field of economic and social activities.

Course contents

The course, lasting a total of 48 hours, is divided as follows:

PART I - Evolution, Sources, and Principles (15 hours)

2) Legislative Power between the State and the Regions

3) The Participation of the Regions in the Formation of European Law

4) The Regulation of Local Government

5) The Legislative Power of Local Authorities

PART II - Territorial Authorities and the Models of Government (15 hours)

5) The Regions

6) Intermediate Bodies: Provinces and Metropolitan Cities

7) Municipalities and Association Forms

PART III - Territorial Administration (10 hours)

8) The Administrative Functions of the Regions

9) The Administrative Functions of Provinces, Metropolitan Cities, and Municipalities

10) The Organization of Local Authorities in Regional Systems

11) Leadership in Territorial Autonomies

PART IV - Sectors (8 hours)

Lectures will follow the order of the recommended textbook. During the course, some lectures will be dedicated to in-depth seminars on certain topics of particular interest.

Also, during the course, seminars and in-depth initiatives useful for understanding the subject will be announced on the professor’s website.

To have your thesis assigned, you must first contact the professor during office hours. During this time, you may indicate your preferences regarding the subject of your dissertation, without prejudice to the instructor's final choice.

Assessment methods

The exam will consist of an oral exam only. This exam will test the knowledge and in-depth, critical understanding of the subject's fundamentals.

Assessment will take into account the knowledge of the course content, the ability to make connections between the various parts of the syllabus and develop critical arguments, as well as clarity of presentation.

For students who have attended lectures regularly, the exam will focus specifically on the topics covered and discussed in class. For these students, a pre-exam will be organized upon request.

The final grade will be awarded based on the following criteria:

1. Knowledge of a very limited number of topics covered in the course and analytical skills that emerge only with the professor’s assistance → 18-19;

2. Knowledge of a limited number of topics covered in the course, correct language use → 20-24;

3. Knowledge of a large number of topics covered in the course, ability to make independent critical analysis choices, mastery of specific terminology → 25-29;

4. Comprehensive knowledge of the topics covered in the course, ability to make independent critical analysis and connection choices, full mastery of specific terminology, and ability to argue and self-reflect → 30-30L.
