Its functions have been expanded to encompass the accreditation of degree programmes, transparency, anticorruption and performance, along with the evolution of the two most important processes in which the Group plays a role – the AVA system (Self-assessment, Evaluation, Accreditation) and the Performance system.
ANVUR has set out and explored the areas of competence of the Evaluation Group in its Guidelines, which are updated on a regular basis.
Responsibilities of the Evaluation Group
The Evaluation Group of the Alma Mater Studiorum – Università di Bologna plays a key role in promoting and ensuring the quality of the University’s institutional activities. In particular, its responsibilities include:
- verifying the quality and effectiveness of teaching and research, in line with the national policies and procedures defined by ANVUR (Italian National Agency for the Evaluation of Universities and Research Institutes);
- monitoring the quality of Degree Programmes, PhD Programmes and Departments within the AVA3 system, including through hearings, to ensure compliance with the requirements for initial and periodic accreditation;
- verifying the appropriate management of public resources, pursuant to Law 537/1993, by drafting the accompanying report to the University’s annual final balance sheet;
- assessing the scientific or professional qualifications of external teaching staff, pursuant to Article 23(1) of Law 240/2010;
- evaluating the impact of the exchange of teaching staff between universities, pursuant to Article 7(3) of Law 240/2010, with a particular focus on teaching needs;
- performing the functions of the Independent Evaluation Body (Organismo Indipendente di Valutazione – OIV), including the evaluation of organisational and individual performance, monitoring the overall functioning of the performance management system (Legislative Decree 150/2009), and certifying compliance with transparency and disclosure requirements.
Independent Evaluation Body Functions
In line with CIVIT Resolution No. 9/2010, the Evaluation Group also performs the functions of the Independent Evaluation Body (OIV) as set out in Legislative Decree 150/2009. As part of these responsibilities, the Evaluation Group:
- is responsible for evaluating the University’s performance cycle, supporting the continuous improvement of the organisation and administrative effectiveness;
- annually certifies compliance with the obligations of publicity, transparency and dissemination of information, in accordance with Legislative Decree 33/2013, as amended by Legislative Decree 97/2016, and with the guidelines and deadlines established by ANAC (National Anti-Corruption Authority).
Reports and documents produced by the Evaluation Group in its role as OIV are available in the dedicated section of the “Transparent Administration” portal: Independent evaluation bodies, Evaluation groups, or other bodies with similar functions.
Performance Cycle
As part of the University’s performance evaluation, the Evaluation Group, in its role as OIV, is responsible for the following activities:
- issuing a binding opinion on the annual update of the University’s Performance Measurement and Evaluation System (Article 7, Legislative Decree 150/2009);
- validating the University’s Performance Report (Article 14, Legislative Decree 150/2009);
- evaluating the overall performance of the University, with particular reference to the functioning of the internal evaluation, transparency and integrity system, through the Performance Section of the Group’s Annual Report (Article 10, Legislative Decree 150/2009);
- assessing the performance of the University’s Director General (Article 9, Legislative Decree 150/2009);
- monitoring the intermediate objectives of institutional and organisational performance (Article 6, Legislative Decree 150/2009);
- conducting a triennial review of Section 3 “Organisation and Human Capital” of the Integrated Plan of Activities and Organisation (PIAO), ensuring alignment with performance objectives, in accordance with Ministerial Decree 132/2022 implementing Article 4(6) of Law Decree No. 80/2021.
Transparency
The Evaluation Group is also responsible for certifying compliance with the obligations of publicity, transparency and information dissemination established by Legislative Decree 33/2013, as amended by Legislative Decree 97/2016, in accordance with the responsibilities assigned annually by ANAC, the National Authority for Anti-Corruption and Transparency in public administrations.
