Learning outcomes

At the end of the course, students will have the basic elements for understanding the organization and networking of social and health local services as well as the operation logic in relation to the aims in the provision of services to people.

Course contents

 In the first part of the course the history of social intervention in Italy will be introduced, from the charities to the rise and crisis of welfare state. The major social policy reforms will be outlined until the approval of the national law 328/2000 and the amendments to the title V of Part II of the Italian Constitution.

Subsequently, the new system of governance of the Emilia-Romagna provided by Health and Social Plan 2017-2019 will be considered, together with the organization of the network of social and health services.

We will be outlined the main aspects of a service identification and the financing of the same funds. The first part will end with a multicultural look at the socio-healthy services in a multicultural context: equality of access, the use and quality of services, with particular reference to intercultural communication in the relationship between professionals and citizens.

In the second part the functions and organizational structure of Territorial Social Service in different institutional contexts will be considered, with particular reference to the issues of taking charge, case management and the socio-health integration at institutional, organizational and professional level.

In the third part three specific areas will be explored with their theoretical paradigms, methods and operational tools:

1. organization of services and networking: empowerment of citizens and community social work to promote community health, quality and social cohesion;

2. organization of services and multicultural context: equity of access, use and quality of services with particular reference to intercultural communication in the relationship between professionals and citizens;

3. organization and accreditation of health and social services for the elderly and disabled people in Emilia-Romagna: paths to improve the quality in the case of Bologna USL service.

Lectures and seminars.

Assessment methods

The final exam will consist on an oral talk. The aim is checking whether students have learned the book contents and if a global and organic view of the course topics has been reached. Students are not required to report mnemonic what they read but, through a personal language style, they are requested to show that they have elaborated and internalized the course topics. Students are also required to promptly answer the questions. They must show expression skills as well as the use of a specific language and professionally correct terms.
