Learning outcomes
At the end of the course, the student knows the constitutional framework and the legal rules concerning citizens participation in the activities of general interest and the collaboration between private and public administrations; knows the essential elements of the organization of local authorities (governing bodies, regulatory power, forms of citizen participation); acquires the legal method that allows him to analyze the experiences of shared administration in our country and in other legal systems; is able to put this knowledge into practice in the designing and implementating practices of shared administration.
Course contents
1) Introductory notions on the concept of "shared administration" in the context of public-private collaboration and the sharing economy.
2) Notes on the constitutional framework of shared administration:
Local authorities (State, Regions, local authorities);
The constitutional rules on administrative functions;
the principle of vertical and horizontal subsidiarity.
3) The regulatory framework of shared administration:
Local regulatory power
Regional legislation
State rules concerning public-private participation and the role of the Third Sector
Shared administration from the perspective of EU law
4) The main experiences of shared administration:
Local regulations and collaboration agreements
Co-programming and co-design
Agreements and accreditations
5) Shared administration and participation
The institutions of local participation
Political and administrative participation

Teaching methods
The course is organized with lectures; during the lessons, the debate will be stimulated with the teacher and among the students, even with the participation of qualified experts.
Students interested in undertaking their final dissertation shall firstly contact via e-mail the professor at least 6 months before the final discussion. That will be the occasion to discuss with the professor about the research projects they have a personal interest into.
Assessment methods
The students’ knowledge is assessed through a discussion, to evaluate the actual achievement of the learning outcomes. The exam consists in an interview with the appointed commission on the topics included in the programme.
For students who have regularly attended the lessons, the examination will be particularly focused on the matters faced during the lessons and possibly on the discussion of a paper about a topic agreed between the student and the professor.
Evaluation grid:
18-22: sufficient preparation and ability to analyse, sufficient knowledge of the topics covered by the course, formulation of answers in correct language;
23-26: technically adequate preparation and ability to analyse, good knowledge of the topics covered by the course, adequate knowledge of specific terminology
27-29: very good preparation and ability to analyse, thorough knowledge of the topics covered by the course, mastering of specific terminology;
30-30L: excellent preparation and ability to analyse, in-depth knowledge of the topics covered by the course, ability to integrate answers with own knowledge and elaboration, mastering of specific terminology.
