Learning outcomes

At the end of the seminar the student will possess knowledge and skills regarding: - Demographic Services applied to personal services; - Citizenship, rights, family: the paths of the Civil Status; - Identity and residence: the registry office of yesterday and tomorrow; - voting and the exercise of electoral rights; and the relevant reference legislation. In particular, thanks to the planned practical session, the student is able to apply the aforementioned skills to concrete cases such as electoral procedures.

Course contents

Topics covered:


- information on civil status and circulation of documentation


- birth and the right to the name/surname (also with reference to the rulings of the Constitutional Court on the surname of the minor and, in the case of homo-parental couples)


- the right to be Italian citizens (the different forms of citizenship provided by our system). Notes on the regulatory evolution also in other countries


- the right to marry or have a civil union also for foreign citizens. Refugee status


- the different ways to separate or divorce


- civil status digitalisation projects: municipal and national projects (ANSC and Pact for Justice)


- the registry system, with a reference to the historical phases of the institution of the registry and its evolution up to the modern ANPR registry


- registration as a right to exist, a starting point for participation in people's civil, social, cultural and political life


- the identity of the people and the importance of the correct maintenance of personal records, from which the right to the correctness of the recorded data derives


- certification as a form of certain publicity of the personal data and overcoming the right to confidentiality of the data itself


- the digitalisation of the registry office: municipal and national projects





- Active electorate: updating and revision of electoral lists; impeding causes (outlines)


- Passive electorate: ineligibility, ineligibility and incompatibility (outline)


- Electoral consultations: European, national, regional, municipal and referendums (outline)


- The section electoral office: the functioning of the polling station and the role of the President, the Secretary and the Scrutineer


- Residents abroad and AIRE seats: the exercise of the right to vote and the counting of votes coming from abroad


- Keeping and updating the Register of Presidents and the Register of polling station scrutineers


- Simplification and digital innovation projects: electoral cards, the digitization of electoral lists, the digital platform for collecting signatures for the referendum, electoral lists on ANPR, the service for consultation, verification and any request for rectification of their electoral data.

Assessment methods

Final approval will be issued only upon attendance of 70% of the lessons which compulsorily include the laboratory meeting.
