Direct calls

University professors may be employed through selection procedures as well as by:

• Direct call of full and associate professors as well as university researchers;
• Direct call of scholars of the highest repute;
• Direct call of winning scholars of specific high-level research programmes.

Within their relative budgets, Universities may proceed to fill full and associate professor and researcher posts through the direct call of scholars working permanently abroad in university teaching or research for at least three years, covering an equivalent academic position in foreign universities or research institutions, or who have already worked in teaching or research capacities in Italian universities for at least three years and have achieved scientific results consistent with the post for which the call is proposed, on a direct call basis authorised by the Ministry of Education, Universities and Research as part of the "brain gain" programme, or scholars who have won the prize for specific high-level research programmes, identified by decree of the Minister of Education, Universities and Research, in consultation with the National Agency for the Evaluation of the University and Research System and the Italian National University Council, funded by the European Union or the Ministry of Education, Universities and Research. Within their relative budgets, Universities may also proceed to fill full professor posts through the direct call of scholars of the highest repute. For these purposes, the Universities submit specific proposals to the Italian Ministry of Education, Universities and Research (MIUR), which may grant or reject the appointment, having received the opinion of the Commission appointed to conduct the procedures for national scientific qualification, as per art. 16, para. 3, letter f) of Italian Law no. 2010/240 and amendments, for the sector for which the call is proposed, to be expressed within 30 days from the issue of the request for opinion. The opinion of the Commission referred to in the third period shall not be required in the case of calls for scholars who have won one of the high-level research programmes referred to in the first period, within three years of the awarded programme, or who are scholars of high and recognised scientific merit previously selected as indicated in the first period. The Rector confirms the appointment by Decree and sets the relative salary class based on seniority of service and merit. (Art. 1, para. 9, Law No. 230/2005)
