TEACHING EXPERIENCES

I offer my teaching expertise in different programmes, including 1st and 2nd degree University cycles, specialised courses, master and post-doc studies, at the University of Bologna and in other national academic institutions.

1. Teaching activities in 1st and 2nd degree University cycles

  • Since the academic year 2007/2008, I am responsible for the courses in International Law at the School of Political Science of the University of Bologna – Forlì campus (former Faculty of Political Science –Forlì branch). The courses are compulsory and include 50 h of traditional teaching (60 h from academic year 2015/2016 to academic year 2018/2019).
  • Since the academic year 2007/2008, I am responsible, at alternate academic years, for the courses in International Human Rights Law and International Economic Law at the same School. The courses are optional within the 2nd degree cycle’s program in International and Diplomatic Affairs and include 40 h of traditional teaching.
  • From the academic year 2016/2017 to academic year 2018/2019, I was responsible for the course of International Law R-Z in the School of Legal Studies, University of Bologna, teaching a module of 30 h. The course is compulsory and includes 60 h of traditional teaching.
  • In the academic year 2013/2014, I was responsible for the course of International Law and Globalization, School of Political Science, University of Bologna, teaching a module of 24 h. The course was compulsory and included 54 h of traditional teaching.
  • In the academic year 2010/2011, I was responsible for the course of International Law at the Italian Military Academy in Modena. The course was compulsory and included 60 h of traditional teaching.
  • In the academic years 2009/2010 and 2010/2011 I was responsible for the course of International Law, School of Political Science, University of Bologna and I taught for a module of 24 h. The course was compulsory and included 60 h of traditional teaching.
  • From the academic year 2001/2002 to the academic year 2006/2007 I held the courses of International Law at the School of Political Science, University of Bologna – Forlì campus, according to Art. 12 of Law no. 341/90. In particular, in the academic year 2001/2002 I held the course A-Z, in the academic year 2002/2003 the course A-L, in the academic year 2003/2004 both A-L and M-Z courses, and in the academic years 2004/2005, 2005/2006 and 2006/2007 the course A-L.
  • From the academic year 2004/2005 to the academic year 2006/2007 I held also the course of International Protection of Human Rights at the School of Political Science, University of Bologna – Forlì campus, according to Art. 12 of Law no. 341/90.   • From the academic year 2011/2012 to academic year 2016/2017, I held the course of International Economic Law and Human Rights, at the Master programme in Human Rights, Migrations and Development, University of Bologna – Ravenna Campus.
  • From the academic year 2001/2002 to the academic year 2013/2014 I taught classes on the European Convention of Human Rights, at the Summer School “The Protection of Fundamental Rights in Europe”, jointly organised by the Law Faculty of the University of Bologna, the University of Strasbourg and the King’s College of London, Bertinoro (Italy).

  • From the academic year 1995/1996 to the academic year 2000/2001, I held modules within the courses in E.C. Law, at the Proficiency Course in E.C. Law, Law Faculty, University of Bologna.
  • In April 1998 I held the course of Human Rights Law, at the Proficiency Course in International Cooperation and Politics of Intervention in Developing Countries, Faculty of Political Science, University of Bologna.
  • From the academic year 1990/1991 to the academic year 1996/1997, I was fellow in EC Law and International Law at the Law Faculty of the University of Bologna. As fellow, I participated to final exams, held seminars and supervised final thesis.
  • From the academic year 1990/1991 to the academic year 1996/1997, I took part as a Tutor in the same Faculty for several projects within the program of Internationalisation of the Law Faculty, among which I may recall the following: from 1994 to 1998 Tutor for the students of the same Faculty involved in the Council of Europe’s Competition R. Cassin, Strasbourg (France); in 1996 and 1997, I coordinated the participation of the students of the same Faculty at the project Humanities, promoted by the Universities of the Coimbra Group and supported by the European Commission aimed to promote distant teaching through the use of new technologies.

    3. Academic Experiences in Foreign Institutions

    2018 (June) I held a lecture on Recent ECtHR’s Case Law, training programme on EU Anti-discrimination Law, Academy of European Law – ERA, Trier (Germany).

    2016 (May) I gave the lecture Laicity and Religion in Europe, Spring School Religion, Identity and Freedom of Conscience, organised by the Higher School of Economics, Moscow (Russia).

    2015 (March/April) I held classes on L’union et le mariage homosexuel et le droit de la Convention européenne des droits de l’homme (Same-sex Union and Homosexual Marriage and the European Convention on Human Rights), Summer School/Université de printemps Family Law in the Euuropean Legal Framework/Le droit de la famille dans le cadre européen, organised by the International Institute of Human Rights, Strasbourg (France).

    2015 (January/February) Invited Professor at the Institut d’études politiques – Sciences Po, University of Lyon, with a course on The European Law on Non-discrimination based on Sexual Orientation and Gender Identity, Lyon (France).

    2009 (July) I held the course of International Criminal Law at the 40th session on International Protection of Human Rights «Detention and International Law of Human Rights», International Institute of Human Rights, Strasbourg (France).

    2004 (October) I held a course on International Law in the Training Course for members of the Albanian Diplomacy, at the Diplomatic Academy – Albanian Ministry for Foreign Affairs (Tirana), organised with the support of the Italian Ministry for Foreign Affairs, DG for Development Cooperation (Rome).

    4. Teaching activities in other Institutions in Italy

  • In May 2017 I held a lecture on The International Protection based on Sexual Orientation and Gender Identity in the context of a Jean Monnet module at the University of Udine.
  • In January 2011 I held classes on Le recours individuel à la Cour européenne des droits de l’homme: conditions de recevibilité (The individual recourse to the European Convention on Human Rights: Admissibility conditions), at the Winter School The European Convention on Human Rights: Mechanism of Protection and Rights of Foreigners, School of Political Science, Forlì, organised by the University of Bologna in cooperation with the International Institute of Human Rights, Strasbourg (France).
  • In February 2007, April 2005 and February 2002, I held a course on the ECHR, at the Master ISUFI, University of Lecce (Italy).
  • In May 2005 and March 2004 I held a course on International Agreements and International Organisations, at the Euro-Mediterranean Master in International Business and Public Policy, organised by CERISDI (Research and Study Centre for Management), Palermo (Italy).

2004/2005, 2005/2006 I coordinated the extra-curricular and multidisciplinary course on Education to Development, organised by UNICEF Italia – Forlì Committee in cooperation with the Faculty of Political Science, University of Bologna – Forlì Campus.

I am currently coordinator of the Erasmus program with the Universities of Bruxelles – ULB (Belgium), Louvain La Neuve (Belgium) and Strasbourg (France).

SCIENTIFIC ACTIVITIES

2007/today Member of the Department of Political and Social Science (DSPS – former Department of Politics, Institutions and History), University of Bologna, where I carry out my research activity. In part, my research activity is also carried out within the framework of the Interdepartmental Research Centre in European Law (CIRDE), University of Bologna.

Before 2002 (March) I carried out my activities as a researcher within the framework of the Interdepartmental Research Centre in European Law (CIRDE), University of Bologna

My main fields of research involve the following areas:

- relationships between legal orders, in particular between international and internal legal orders;

- implementation of EU Law within Member States, especially in relation to its application by national judges;

- human rights law, with a specific attention on non-discrimination law on the grounds of gender, sexual orientation and gender identity as well as on the protection of third-States nationals;

- international humanitarian law and international criminal law.

My research activities have different outcomes:

1. Publications

I have elaborated the outcomes of my researches in order to publish them in a range of different outputs. These include monographic studies, essays in journals and collections in Italy and, sometimes, also abroad (see the list of publications below).

4. Coordination of research projects

- From January 2018 to December 2019, I was responsible for the University of Bologna of the project ArtsTogether: Integrating Migrant Children at School through Artistic Expression, European Commission’s granting decision n. 776022-ArtsToghether-AMIF-2016-AG-INTE.

- From September 2017 to June 2021, I was responsible for the University of Bologna of the project Shaping Fair Cities: Integrating Agenda 2030 with Local Policies in Times of Great Migration and Refugee Flows. A Campaign and Advocacy Project Led and Implemented by LAs, European Commission, EuropeanAid/151103/DH/ACT/Multi-4.

- From September 2017 to December 2018, I was responsible of the project Play with EU, funded by the Erasmus+ Program – Jean Monnet with decision no. 587627-EPP-1-2017-1-IT-EPPJMO-PROJECT.

- From January 2016 to December 2017, I was scientific coordinator of the project Access to legal assistance and legal remedies in the Sahrawi refugee camps, in cooperation with the NGO CISP (Rome, Italy) and funded by the UNHCR.

- From September 2011 to August 2014, I was responsible for the University of Bologna of the Italian National Focal Point of the European Agency on Fundamental Rights (FRA-Vienna), acting also as Senior Legal Expert, following the European public selection F/SE/10/03 – Data collection and research services on fundamental rights issues, Lot 11, Italy. The main task of the National Focal Point was to make research at the national level on different subjects concerning human rights protections, such as protection of different minority groups, gender issues, victims of crimes, etc. On the basis of these national reports, the FRA has published European reports on the current status of Human Rights protection in the European Union.

- From September 2013 to August 2014, I was responsible of the project Road to 2020: Fostering European Active Citizenship, funded by the LLP/Jean Monnet programme with decision no. 2013-2643/001-001, whose main aim was establishing a connection between Universities and Schools in order to foster an active European citizenship.

- From January 2012 to January 2013, I was responsible of the project An Easy Visual Window on EU, funded by the LLP/J. Monnet project “Learning EU at School” with decision no. 2011-4143/003-00, whose main aim was establishing a connection between Universities and Schools in order to improve the teaching of EU integration.

- From 2012 I am responsible for the project Human Rights Protection in Western Sahara, in cooperation with the Municipality of Forlì and the NGP CISP (Rome).

- From 2002 I coordinated several projects funded by the Italian Ministry for Scientific Research, among which: Fonti internazionali nella giurisprudenza dei Tribunali penali internazionali ad hoc (International Criminal Tribunals and the Sources of International Law); Sul contributo dell’Unione europea all’affermazione dei principi dello stato di diritto nell’ambito della Comunità internazionale (EU and the Consolidation of Rule of Law within the International Community); Fonti europee del diritto anti-discriminatorio (European Legal Sources of Non-Discrimination Law); Esercizio della giurisdizione e diritti umani (Exercise of Jurisdiction and Human Rights.

- From March 1997 to April 1999 I was the scientific responsible for the Info-Point Europa of the Municipality of Bologna. Info-Point was a project funded by the EU Commission to provide information, advice and education on the issues concerning European integration.

- From 1994 to 1996 I was the scientific responsible for a EU funded project on European law and consumers. This project was located in Bologna and aimed at creating a Documentation Centre in order to check the implementation by the Italian government of the European legislation concerning consumer issues and to produce materials for divulgation and research.

- From January 1996 to December 1997 I collaborated with Amnesty International, Italian section, for a project aiming for the creation of a Library on human rights in Bologna as a part of the international network of the Huridocs, Geneva.
