Luigi Martino (PhD) is Assistant Professor at the University of Bologna. He conducts research in the field of cybersecurity and International Relations. His research interests primarily lie at the intersection of technology and policy, exploring the impact of the cyber domain on the international system. He also investigates diplomatic initiatives undertaken in cyberspace and explores models of public-private partnerships for protecting critical infrastructures from cyber attacks. Currently, his research is centered around national and international policies aimed at mitigating the risks posed by cyber threats.
Education
MA Graduated cum laude in International Relations at the School of Political Sciences "Cesare Alfieri" of the University of Florence with a thesis entitled "The fifth dimension of conflictuality. The strategic relevance of cyberspace and the risks of cyber warfare", he obtained a PhD in Human Rights and Global Politics at the Scuola Superiore Sant'Anna in Pisa with a research project entitled "Improving Cyber Security for Critical Infrastructure in Italy: The Public-Private Partnership Model Against Cyber Attacks".
Academic career
Since 2015, Luigi Martino has served as adjunct professor in ICT Policies and Cyber Security at the "Cesare Alfieri" School of Political Sciences at the University of Florence where he directs the Center for Cyber Security and International Relations Studies. In 2021, he was appointed as Adjunct Professor of "Cyber Diplomacy" at LUMSA University, and since 2020, he has been a Visiting Researcher at the Department of Science, Technology, Engineering, and Public Policy (STEaPP) at University College London. Furthermore, since 2020, he has held the position of Visiting Research Fellow at the Blavatnik Interdisciplinary Cyber Research Center of Tel Aviv University. He has been an Associate Research Fellow of ISPI since 2019. In February 2022, he successfully competed and was appointed as an Assistant Professor at the Department of Political and Social Sciences of the University of Bologna
Teaching activities
Since 2015 he has been continuously teaching as professor of various courses for Bachelor's and Master's Degrees for various universities, both Italian and international.
He is currently professor of Cyber Security and International Business for the MA Degree Course in International Relations of the University of Bologna and of Cyberspace and Global Politics for the MA Degree Course in International and Diplomatic Sciences of the University of Bologna, Forlì Campus.
He organizes and coordinates several events related to the subject of cyberspace and international relations.
From 2015 he is teaching ICT Policies and Cyber Security at the MA Degree Course in International Relations and European Studies at the University of Florence.
Scientific activity
He has actively participated in numerous national and international research programs, including serving as the Project Manager for an OSCE-funded research project on the implementation of Confidence Building Measures (CBMs) in cyberspace (OSCE 2018). Additionally, he has worked as a research coordinator in the cyber policy field for the SPARTA EU Cyber Competence Center under the Horizon 2020 program. Luigi Martino is contributing as a referee for various international and Italian journals in the field of Political Science and International Relations.

Since April 2015 he is the Coordinator of the Center for Cyber Security and International Relations Studies at the University of Florence.

2015 he is Member of the International Institute for Strategic Studies in London.
2015 he is consultant at the Ministry of Foreign Affairs and International Cooperation for cyber diplomacy activities and in 2017 he was a member of the delegation of the Italian Ministry of Foreign Affairs at the G7 Ise-Shima Cyber Group where he contributed at the "G7 Declaration on Responsible States Behavior in Cyberspace "('Lucca Declaration'). He is a member of the Research Advisory Group of the Global Commission on the Stability of Cyberspace and of the ENISA group of experts for the implementation of the European "Network and Information Security" Directive. Since 2017 he has been appointed as a member of the Forum for Cyber Expertise. Since 2018 he has been designated by the National Cyber Security Laboratory as a member of the European Cyber Security Organization (ECSO) and from the 2020 he is the director of the CCSIRS-UniFi node of the CINI National Cyber Security Laboratory.
In 2019 he was selected by the US Department of State for the International Visiting Leadership Program (IVLP) on a program dedicated to Cyber Security Multi-Regional Cooperation.
