Personal Information and Education

· 2009: Master's degree in International Relations fromSapienza University of Rome with a thesis in Public and Comparative Law on "The Irish Parliament and the European Union" (prepared at Trinity College as a winner of a scholarship) with the maximum score (110/110 cum laude).

· 2011: Master in Diplomatic Studies at the Italian Society of International Organisations.

· 2011: PhD in Public, Comparative and International Law, Sapienza University of Rome, with the thesis: 'The pilot judgment of the European Court of Human Rights: origins, characteristics and evolution'.

 

Diplomatic Career

Winner of the diplomatic competition, based on qualifications and examinations, for 35 seats, he joined the ranks of the diplomatic career in March 2016.

He attended the "Attilio Cattani" professional training course for diplomats organised by the Directorate General for Resources and Innovation of the Italian Ministry of Foreign Affairs and International Cooperation.

In the summer of 2016, he served, for a trial period, at the Embassy of Italy in Skopje, where he followed, together with the Ambassador, all the Embassy's activities: political, legal, commercial, economic,cultural and development cooperation issues.

Appointed in 2017 as Deputy Head of the Human Rights, International Humanitarian Law and the Council of Europe Office atthe Directorate General for Political Affairs and Security of the Italian Ministry of Foreign Affairs and International Cooperation.

In this role, he followed the Ministry’s activities, programs andinitiatives related to Human Rights (including: women's empowerment and the fight against all forms of violence on women,children's rights, rights of persons with disabilities, freedom ofreligion or belief) and International Humanitarian Law, also in collaboration with the relevant Italian and international stakeholders.

From 2017 to 2021, he followed from Rome the negotiation of theResolutions of the III Commission of the United Nations General Assembly (competent for social, humanitarian and cultural affairs), in collaboration with the Permanent Mission of Italy in New York. In the same period, he also followed the negotiations of the UN Human Rights Council resolutions, in collaboration with the Permanent Mission of Italy to the United Nations in Geneva. He was in charge for a part of the Universal Periodic Review (UPR) of the Human Rights Council in particular by preparing the first draft of recommendations to be submitted to the States under review. In cooperation with the Inter-ministerial Committee for Human Rights (CIDU), he also contributed to the submission of Italy to the same examination.

He contributed to the Italian Government's participation in the 62nd,63rd and 64th sessions of the Commission on the Status of Women (ECOSOC, New York). He followed the negotiations of all the documents adopted within its framework, in particular the Agreed Conclusions.

 

He contributed to develop the Italian relations with the several UN Special Rapporteurs on human rights and with the UN SecretaryGeneral's Special Representative for Children in Armed Conflict, Virginia Gamba.

He supervised the activities of the Youth Delegates to the UnitedNations for three years, arranging their mission in New York and all activities related to their mandate.

In cooperation with the Legal, Diplomatic and Treaty Affairs Service of the Italian Ministry of Foreign Affairs and InternationalCooperation, he contribute to the work of the Working Party on Public International Law (COJUR), a group of the Council of the EU competent for all the issues related to public international law, including international humanitarian law, state responsibility, reservations, declarations, international agreements and International Criminal Court.

He followed from Rome for the Italian activities within the Council of Europe, in cooperation with the Permanent Mission of Italy to theCouncil of Europe in Strasbourg.

He followed Italy's participation of the Equal Rights Coalition, an intergovernmental body for the protection and promotion of LGBTI rights. He participated as the Italian Government’s representative in theCoalition's thematic groups and its periodic sessions, in particular the plenary session in Washington (2019).

He contributed to the drafting of the Fourth National Action Plan on Women Peace and Security, aimed at implementing Security Council Resolution 1325 (2000). In cooperation with the Inter-ministerial Committee for Human Rights (CIDU).

He was appointed as the Italian Delegate to the 33rd InternationalConference of the Red Cross and Red Crescent. On that occasion, he wrote and promoted the Italian Government's pledge on the protection of the rights and safety of children living in situations ofarmed conflict, which gathered a record number of endorsements fromother States. He negotiated for Italy all the humanitarian resolutions adopted during the Conference, including the one on pandemic and International Humanitarian Law.

On the occasion of the 7th Edition of the Mediterranean Dialogues, he was responsible for organizing the High-Level Panel 'Child Protection in Armed Conflict: Establishing a Mediterranean Dialogue on the Rights of the Child.

He was appointed as organizer and scientific curator of the high-level event for the celebration of the 50th anniversary of the International Institute of Humanitarian Law ('Sanremo Institute').

In February 2021, he was appointed in the role of First Secretary of the Embassy of Italy in Cairo, Egypt.

In this capacity, in 2021, he worked in the political sector of the Embassy, following the developments related to the country's national policies, including human rights and fundamental freedoms, healthpolicies, agricultural policies, urban and infrastructure policies, religious policies, social policies, and population growth.

Since 2022 he is responsible for cultural, archaeological, museumpolicies in Egypt, contributing to the coordination of the activitiesand programs of the Italian Cultural Institute and the Italian Archaeological Centre in Cairo.

He is currently working in the Economic Office of the Italian Embassy in Cairo, being also responsible for the relations with major Egyptian universities. He is contributing to the coordination of the Italian Development Cooperation activities and programs in Egypt.

Academic Activities

Since 2012 he has collaborated with Professor Sergio Marchisio Chair(International Law), his PhD tutor, and with Professor Raffaele Cadin (International Law) at the Department of Political Science in the Faculty of Political Science, Sociology and Communication at Sapienza University of Rome.

Since 2021 to 2023 he co-managed, with Minister Plenipotentiary Gianluca Alberini, of the Chair of International and European Diplomatic and Consular Law, a course of the Master's Degree in International Relations at the Faculty of Political Science, Sociology, Communication (Sapienza University of Rome). Responsible to revise all the Master's thesis and in charge for the part of the course related to "Humanitarian Diplomacy". Responsible for theorganization of the Diplomacy Laboratory of the Chair, in particular the part relating to cultural diplomacy and bilateral and multilateral negotiation methods, including the final simulation on multilateral negotiations.

He carried out many researches on UN Security Council Resolutionsconcerning Somalia, also publishing on the issue. He organized several initiatives on the role of the United States in the United Nations Security Council, most notably an InternationalConference on the US Counter-Terrorism Law and Security Council Resolution 2178 (2014). He also published an article on the issue:'The Elliptical Relationship between the US Counter-Terrorism Lawand Security Council Resolution 2178 (2014)').

In May 2021 Winner he won the first prize at the 14th Annual McGill Graduate Law Conference, Montréal, Canada, with a research paper on International Humanitarian Law: “Urban Warfare and Cultural Heritage: Current Challenges and Future Perspectives”, presented during the digital edition of the 'Dean Maxwell & Isle Cohen Seminar on International Law.' The paper was subsequently published.

Appointed as a speaker and a member of the Scientific Committee of the 'Critical Legal Conference 2021', organized by the University ofDundee, Scotland, September 2021, with the topic: “BringingInternational Humanitarian Law Home in Central and EasternEurope: The Case Studies of Poland, Bulgaria, Romania” (the paper is currently being published).

Co-founder and member of the Scientific Committee of the Joint High-Level Seminar on Cultural Heritage, Sapienza University of Rome - McGill University: “Cultural heritage: from the dust of war to the brink of peace” (14-16 December 2021, La Sapienza, Rome). He was also responsible for all the sessions and researches areas related to International Humanitarian Law. He coordinated the participation in the Seminar of the then Undersecretary of State for Foreign Affairs Benedetto Della Vedova and the former Prosecutor of the International Criminal Court, Fatou Bensouda.

He was invited to speak at the 15th Annual McGill Graduate LawConference, Montreal, Canada where he presented a research paper on International Humanitarian Law: “Cinema as (Tangible and Intangible) Cultural Heritage: A Need for Legal Adaptation of International Humanitarian Law?“. The paper was subsequently published.

Member of the Scientific Committee and organiser of the second edition of the Joint Seminar Sapienza University of Rome - McGill University “Heritage in War and Peace II. Spaces of Conflict, Spaces of Justice: Between Natural Landscapes and Cityscapes” hosted by McGill University in Montréal (2-4 November 2022). Incollaboration with the Faculty of Law at McGill University, heselected the papers for the seminar and was responsible for the scientific line of the High-Level Roundtables, particularly those on International Humanitarian Law and Cultural Heritage.

Editor of the Springer Law Book Series entitled “Law and Visual Jurisprudence Heritage in War and Peace: Legal and Political Perspective for Future Protection” and author of the introduction and conclusion of the book.

Appointed among the Professors of the International Intensive Academic Course “Building competencies and awareness on the international protection of children, particularly girls, affected byarmed conflict”, organized by the San Pio V Institute of PoliticalStudies in cooperation with the Italian Ministry of Foreign Affairs and International Cooperation.

Appointed among the Professors of the Advanced International Training Course for Lawyers and Legal Practitioners “International Criminal Jurisdiction involving children in armed conflicts: procedural and deontological profiles concerning the role of lawyers” (June- October 2022) organized by the Institute ofInternational Legal Studies. During the course, he dealt with all the aspects related to international humanitarian law, the classification of armed conflicts, State and Armed non-State Actors.

Selected and included in the library of the International Committee ofthe Red Cross with the publication: “International Humanitarian Law and the Fight against Epidemics: An Analysis of the International Normative System in Light of the Covid-19 Public Health”, in Ordine Internazionale e Diritti Umani, Vol. 3/2020, pp. 674-695, ISSN 2284-3531.

Invited as Keynote Speaker to the Seminar “The Gender Perspective in International Humanitarian Law: a special focus on the MENA Area” (Alma Mater Studiorium, University of Bologna, 24 March 2023), organized the Chair of Anthropology, Religion and Eastern Civilization.

Selected as a speaker to the 12th Annual Conference of theCambridge International Law Journal (CILJ) (24th-25th April 2023)with the research paper “Understanding the language of international humanitarian law: a doorway for its development?”. The paper will be published in the Cambridge Journal of International Law.

He was the Chair of the first session (“Cultural Heritage and City”) of the 16th edition of the annual McGill Graduate Law Conference, on “Law and Prejudice” (4th May 2023).

He collaborated with the “East-West Center”, in particular by being in charge with for the lesson on climate change and law withing the last Seminar of the Centre.

He is a member of the Scientific Committee of the International Symposium “Tangible and Intangible Cultural Heritage: Human Rights Perspectives through Past, Present and Future” that will be held in Forlì next January.
