Full Professor of Administrative Law (IUS-10) at the University of Bologna since January 2008.

Education

1984 Graduation at the "Shaker Heights High School" in Shaker Heights, Ohio (USA). 1985 Graduation at the "Liceo L. Galvani" in Bologna. 1989 Erasmus scholarship at the University of Paris-1 "Pathéon-Sorbonne". 1990 Degree in Law cum laude at the University of Bologna. 1993 Specialization degree in EC Administrative Law at the University of Bologna. 1995 Ph.D. in Public Law at the University of Bologna.

Academic career

Former Assistant professor of Administrative Law from July 1995 (confirmed in 1998); former Associate professor of Administrative Law from November 2001 (confirmed in 2004); Professor of Administrative Law from January 2005 (confirmed as Full Professor in 2008).

Teaching activities

Currently (a.y. 2020-2021) at the University of Bologna he teaches “Administrative Law“ at the master's degree in Law and at the Schools of specialization in Public administration and for Legal Professions and is lecturer at master's degrees in Law and Administration of Health and in Law of employment services and active employment policies.

Former teacher, in the University of Bologna, of "Public Procurement Law", "Law of cultural heritage", "Public Law", "Mining Law", "Legislation of city centers" and lecturer in various courses of specialization, masters and doctorates. He also collaborated to teaching in the courses of "Constitutional Law", "Administrative Procedural Law" and "Environmental Law". He has also lectured at courses and Masters, among others, of the School St. Anna of Pisa, University Ca' Foscari of Venice, Mediterranean University of Reggio Calabria, University of Padua, Association of Parliamentary Studies and Research of Florence, School of Public Administration and Military Academy of Modena.

Scientific activities

Member of the 2017 PRIN "Guarantee of rights and quality of services in the perspective of integrated territorial development. Good performance, multilevel governance and territorial cooperation for a new strategy for the acquisition of resources and rationalization of public spending".

Former scientific coordinator of the Research Unit of the University of Bologna in the 2008 PRIN "EU law and giurisprudence on renewable sources of energy" (scientific coordinator prof. Fabio Merusi, then prof. Virginia Messerini); former Scientific coordinator of the Research Unit of the University of Bologna in the 2005 PRIN "Giuridical system of hyrocarbons in regional legislation between state end UE law" (scientific coordinator prof. Fabio Merusi).

Former member of the following PRIN's: - 1998 Urban planning and environmental planning (scientific coordinator prof. Erminio Ferrari); - 2003 The protection of trust: juridical and IT aspects (scientific coordinator prof. Giovanni Sartor).

Former Component, at the Ministry for Cultural Heritage, of the Committees constituted for: - The updating of the consolidated provisions for cultural and environmental assets, approved by Legislative Decree no. October 29, 1999, n. 490 (The Commission Trotta: Nov. 2001-May 2002); - The preparation of a draft legislative decree to implement the reorganization and consolidation of legislation relating to cultural and environmental heritage (Commission Trotta II: Nov.2002-April 2003).

More researches and studies carried out on assignment, among others, from: Department of Civil Service, Ministry of Environment, Region Emilia-Romagna, Institute of Economics of renewable energy (IEFE) Bocconi University of Milan, Institute for the promotion of culture on international arbitration (ISDACI) at the Chamber of Commerce of Milan, Institute for the Environment in Milan.

Institutional activities and academic appointments

Member of the Board of the Department of Legal Studies.

Coordinator of the "Administrative Law" area at the School of specialization for Legal Professions.

Former member of the Governing Council of the Doctoral School in Legal Sciences and of the Teaching Body of the Doctoral Course in Institutions, Markets, Rights and Right Protection.

Membership in scientific and editorial committees

Member of the Scientific Committee of the quarterly journal "Administrative Law" (published by Giuffrè Francis Lefebvre, chairman of the Directing Committee prof. Alberto Romano; director prof. Roberto Cavallo Perin).

Member of the Scientific Committee of the quarterly journal "Administrative Law and Trial" (published by ESI, director prof. Enrico Follieri).
