2) Since the 2016/2017 academic year, he has taught Public Law; Public Law for the Profession; Constitutional Law of Markets and Competition; Constitutional Protection of Savings; Administrative Law; Italian and European Public Law; and Governance of Territorial Authorities and Public Administrations at the Department of Sociology and Economic Law

3) He has taught Constitutional Law and Regional Law at the Advanced School of Legal Studies of the University of Bologna, for the continuing education of lawyers and at the School of Specialization in Public Administration Studies – SPISA

3) RESEARCH ACTIVITIES

1) He has participated in numerous projects and research groups, both intra-university (RFO and ex60%) and inter-university; among the latter, it is worth mentioning his participation:

a) The National Research Project, approved for funding based on competitive calls for proposals that include peer review, entitled "Provision of Medical Services: The Right to Health, the Principle of Self-Determination, and Optimal Management of Healthcare Resources" - PRIN 2009 - National Scientific Coordinator: Prof. Michele Sesta; Scientific Director of the Local Unit: Prof. Roberto Nania, lasting 24 months, as an external collaborator to the research group;

b) to the National Research Project, admitted to funding on the basis of competitive calls that include peer review, entitled “Constitutional transitions and contribution of dialogue between bodies of constitutional justice to democratic consolidation” - PRIN 2007 - National scientific coordinator and scientific manager of the local unit Prof. Luca Mezzetti, lasting 24 months, as a member of the research group;

c) to the National Research Project, admitted to funding on the basis of competitive calls that include peer review, entitled "Constitutional Protection of Savings and Regions" - PRIN 2005 - National Scientific Coordinator Prof. Fabio Alberto Roversi Monaco; Scientific Director of the local unit Prof. Roberto Nania, lasting 24 months, as a member of the research group;

d) to the national research project, admitted to funding on the basis of competitive calls that include peer review, entitled "The institutions guaranteeing fundamental rights in the European Charter" - PRIN 2001 - National scientific coordinator Prof. Sergio Panunzio; Scientific director of the local unit Prof. Roberto Nania, lasting 24 months, as holder of a research contract;

e) As a member of the research team, she participated in the 2010 Adriano Olivetti Foundation research project "Shadow Constituents. Other Places and Figures of Italian Political Culture in the Constituent Period," lasting 12 months. The project was selected and funded based on an evaluation conducted by Professors De Caro, Ridola, and Volpe;

f) to the National Research Project, admitted to funding on the basis of competitive calls that include peer review, entitled "The regulatory role of the principle of effective judicial protection and fundamental rights in economic matters, with particular regard to the financial sector" - PRIN 2018 - National Scientific Coordinator Prof. Marco Lamandini; Scientific Director of the local unit Prof. Marco Lamandini, lasting 24 months, as a member of the research group;

2) Member of the teaching staff of the PhD program in "State, Person and Services in the European and International Legal System" - major in Constitutional Law - from 2008 to 2013

3) Since January 1, 2017, he has been a member of the Scientific Committee of the Journal Archivio Giuridico "Filippo Serafini." This is an interdisciplinary journal of legal doctrine.

4) Member, since September 2018, of the Scientific Committee of the journal Ambientediritto.it – Public Law Journal

5) Referee for the journals Institutions of Federalism. Journal of Legal and Political Studies and The State. Journal of Constitutional Science and Theory of Law, and for the online consultation journal

4) In 2006, he carried out training activities for regional officials of the Friuli-Venezia Giulia Region for the training bodies IAL, ENAIP, ENFAP of Trieste, holding courses on the topic of "Preparing Policy Documents/Criteria/Calls"

5) In 2009, 2010 and 2011 he taught Regional Law at the Tuscany Region on behalf of RSO spa, for the training of regional officials.

He has held numerous parliamentary hearings. Only those relevant to the research topic are listed below

1) On 4 June 2019, he held a hearing before the Bureau of the Commission on Public and Private Employment and Social Security of the Senate of the Republic on bill no. 1122, containing delegations to the Government for the improvement of the Public Administration

2) On 11 November 2021, a formal hearing was held at the bicameral parliamentary commission for the implementation of fiscal federalism, on the state of implementation of fiscal federalism with regard to the prospects of the PNRR and differentiated regionalism

3) On May 24, 2022, hearing was held at the joint Constitutional Affairs and Education Committees of the Senate of the Republic on the conversion into law of Decree-Law No. 36 of 2022, containing "Urgent measures for the implementation of the PNRR"

4) On March 14, 2024, he held a hearing at the Constitutional Affairs Committee of the Chamber of Deputies on the implementation of the so-called Differentiated Regionalism and the so-called "Calderoli" bill

5) On 27 June 2024, he held a hearing at the Bicameral Commission for the implementation of fiscal federalism, on the status of the so-called fiscal federalism

1) On May 14, 2003, at the conference entitled "Recent trends in the jurisprudence of the Constitutional Court on fundamental rights," held at the University of Urbino, he gave a speech entitled "The protection of essential levels of performance and the essential content of rights in the jurisprudence of the Constitutional Court.";

2) He delivered a speech entitled “The principle of subsidiarity for the special Regions - ideas for a reflection on the effectiveness of the reform of Title V” at the Conference entitled “The decentralized State in Italy and Spain: current affairs and reforms”, held in Bologna on 7 March 2005, at the Academy of Sciences, organized in collaboration with the Cultural Office of the Spanish Embassy in Italy, the Association for Cultural Relations between Italy and Spain, the Faculty of Law and the Advanced School of Legal Studies of the University of Bologna

3) He gave a speech at the conference entitled "The new constitutional reform, Government structures and territorial organization", held in Ravenna, at the Faculty of Law of the University of Bologna, on 3 March 2006.

4) He gave a paper entitled "The essential levels of performance" on 3 April 2007, during the meetings organised by the Doctoral School in Legal Sciences and the Doctoral Research Programme in Constitutional Law, of the Faculty of Law of the University of Bologna

5) On 28 April 2007 he gave a speech on “The Relationship between Regions and Community Law and the Creeping Influences of the First on the Second”, during the Conference entitled “Personal Autonomy and Regional and Local Autonomies – from the National Dimension to the Global Dimension of European Integration”, held at the Faculty of Law of the University of Catania on 27 and 28 April 2007

7) On March 14, 2008, he gave a presentation on the topic of "Constitutional Law and Public Services" during the Seminars of the "Enrico Redenti" School of Specialization for Legal Professions and the Doctoral School in Legal Sciences of the University of Bologna, for the 2007-2008 academic year on "Public Services and Legal Disciplines"

8) On June 3, 2008, he delivered a paper on the topic "State, Regions, and Loyal Cooperation in Constitutional Jurisprudence" at the Doctoral Meeting organized by the Doctoral School in Legal Sciences, Doctorate in State and Person in Legal Systems, majoring in Constitutional Law, of the Faculty of Law of the University of Bologna

11) On the occasion of the conference entitled "From the Unification of Italy to the Republic of Autonomies: "Fiscal Federalism" as the Last Stage?", held at the Municipality of San Giovanni in Persiceto, Council Chamber of the Town Hall, on Saturday 19 March 2011, he delivered the final report on the theme "The implementation of fiscal federalism in Italy in light of foreign models"

12) He delivered a presentation entitled "Constitutional Reforms and Glimmers of Federalism in Italy" at the conference held in Tolmezzo on Friday, March 25, 2011, on the theme "150 Years of Italy: What's Still to Discover? - Tomorrow's Italy: Identity, Unity, Federalism."

14) He delivered a presentation entitled “Essential Levels and Coordination of Public Finance” at the Conference held at "La Sapienza", Department of Political Sciences - Rome - on February 27, 2013, entitled “Implementation and Sustainability of the Right to Health”, within the PRIN on the topic “Provision of Medical Services, between the Right to Health, the Principle of Self-Determination and Optimal Management of Health Resources”, in collaboration between the University of Bologna and "La Sapienza" of Rome - National Coordinator Prof. Michele Sesta - Coordinator of the Rome Unit Prof. Roberto Nania, on the topic “Right to Health and Essential Health Services from the Perspective of Fiscal Federalism and Subsidiarity”

15) Il 7 marzo 2013 ha tenuto una relazione sul tema "Federalismi e regionalismi: modelli comparati" in occasione del "1° incontro italo-argentino-brasiliano di diritto costituzionale", svoltosi dal 5 all'8 marzo 2013 presso le sedi di Ravenna e Bologna delle Università di Parma e Bologna.

16) He delivered the Conclusions on the occasion of the Conference held by Prof. Carlos Molina Del Pozo, Professor of Administrative Law at the University of Alcalà de Henares, on the topic “The Spanish regional differential state: trends and perspectives”, held at the Advanced School of Legal Studies of the University of Bologna, on 11 March 2013

17) He gave a scheduled presentation on the topic of "Financial Coordination and Parameters of Virtue" at the international conference entitled "Balanced Budgets - From the European Dimension to Territorial Autonomies," held in Ravenna, University of Bologna, School of Law, on May 24 and 25, 2013. The conference was organized as part of the PRIN 2009 program "The Financial Constitution. State Budget Decision-Making, Between European Constraints and the Coordination of Territorial Government Policies."

18) He gave a scheduled speech on the topic "The economic crisis vs. the protection of competition. The paradox of implementation of the competitive stimulus and the maximum valorisation of economic freedom in the context of the economic crisis and the need to reduce public spending in order to maintain a balanced budget" on the occasion of the "XVth International Congress on European and Comparative Constitutional Law", held on 31 May/1 June 2013, at the University of Regensburg.

19) Ha presentato una relazione sul tema "Il coordinamento delle finanze pubbliche come clausola di deroga alla ripartizione costituzionale delle competenze", in occasione del convegno svoltosi a Roma il 13 giugno 2013, presso il Consiglio Nazionale delle Ricerche, sul tema "Il regionalismo italiano tra giurisprudenza costituzionale e involuzioni legislative dopo la revisione del Titolo V", organizzato dall'Istituto di Studi sui Sistemi Federali Regionali e le Autonomie "Massimo Severo Giannini", ISSiRFA - CNR e dal Centro di Ricerca sulle Pubbliche Amministrazioni "Vittorio Bachelet", con il patrocinio della Conferenza dei Presidenti delle Assemblee Legislative delle Regioni e delle Province Autonome.

20) He gave a speech at the presentation of his book, "Paths of Recentralization of Italian Regionalism in Constitutional Jurisprudence." A meeting entitled "The Regions between Decentralization and Centralization" was held on October 7, 2013, at the Legislative Assembly of the Emilia-Romagna Region.

21) He participated as a speaker, together with Professors Carlo Bottari and Luciano Vandelli, in the Workshop on “The essential levels of performance (LEA)” as part of the 5th edition of FORUMN.A. – Tools, ideas and solutions for social innovation and care welfare, held in Bologna on 20 and 21 November 2013, organized by Maggioli Editore, at the Savoia Hotel Congress Centre.

22) He gave a presentation at the Round Table held at the School of Specialization for Legal Professions "E. Redenti" of the University of Bologna on November 22, 2013 on the topic "Provision of medical services between the right to health, the principle of self-determination and optimal management of health resources", introduced by Professors Carlo Bottari, Rita Maria Melotti, Michele Sesta and Maria Alessandra Stefanelli.

23) He participated as a speaker at the Study Meeting on the Constitutional Bill presented by the Government for the reform of the Senate and Title V, held at the Department for Institutional Reforms of the Presidency of the Council of Ministers on 14 April 2014, organised by the Minister for Constitutional Reforms and Relations with Parliament, Hon. 24) He delivered a paper entitled “Constitutional reforms in Italy: between federalism and regionalism” at the II Turkish-Italian Seminar of Constitutional Law, held at the University of Bologna – School of Law and Advanced School of Legal Studies – on 25 and 26 September 2014.

25) He gave a report entitled "Methods for determining the financing of the health service in the context of the transformations of regionalism" at the conference entitled "The right to health and the new health pact 2014-2016", organized at La Sapienza on 15 October 2015, with an introduction and coordination by Prof. Roberto Nania and discussion by Prof. Carlo Bottari and Maria Alessandra Sandulli.

26) He gave a presentation on the matters of concurrent legislative power at the conference held at the University of La Sapienza on 26 February 2016, for the presentation of the volume edited by Raffaele Bifulco and Alfonso Celotto, entitled The matters of art. 117 in constitutional jurisprudence after 2001. Systematic analysis of constitutional jurisprudence on the division of powers between the State and the Regions 2001-2014.

27) He gave a speech entitled The right to health as a "financially" conditioned right at the international conference organised in Ravenna on 15 March 2016 together with Prof. Giacomo Di Federico, entitled Patient rights between European, national and regional law

29) He held a seminar entitled The new Republic of autonomies, at the School of Law of the University of Bologna, on 18 October 2016, together with Professor L. Vandelli

30) He organized and concluded, on May 15, 2017, at the University of Bologna, a Conference entitled "Constitutional Court and Public Spending", for the presentation of the monograph on the topic, with interventions by the President Emeritus of the Constitutional Court, Prof. Franco Gallo, and Prof. Roberto Nania, Full Professor of Public Law Institutions, at La Sapienza University of Rome.

31) He delivered a report entitled "The constitutional basis for the implementation of competition dynamics, as an element of reconciliation between respect for budgetary balance and the guarantee of adequate levels of social solidarity", on the occasion of the III World Congress of Constitutional Justice - Justice and Constitution at the dawn of the 21st century, held at the University of Bologna from 10 to 13 October 2017.

35) He presented a paper entitled "Regional Legislation and Rights" at the 3rd Conference on Regional Rights Studies - Journal of Territorial Autonomy Law, titled "Regional Law," held on December 14, 2018, at the University of Catania, Department of Political and Social Sciences. On that occasion, he also chaired the panel discussion held that afternoon on the same topic.

36) He delivered a report entitled Differentiation in Emilia-Romagna between respect for the budget balance and maintenance of essential levels concerning civil and social rights on a national basis, on the occasion of the Conference held on 8 October 2019, at the University of Milan, organised by the Centre for Studies on Federalism, entitled Differentiated regionalism: opportunities and critical issues

37) On 12 April 2021, he chaired the inaugural seminar entitled Social rights in Europe: structures and evolutionary processes, organised by the Department of Sociology and Economic Law, the PhD in European Law and the PhD in Sociology and Social Research of the University of Bologna – Alma Mater Studiorum, held on the Microsoft Teams platform.

38) On 11 November 2021, as part of the Study Seminars series of the Doctoral School in European Law, he gave a presentation entitled "The different levels of social protection, between non-implementation of the constitutional framework, recentralisation pressures and attempts at differentiation", on the occasion of the Conference entitled "The European social model tested by territorial differences", held at the University of Bologna and on the Teams platform

45) On February 9, 2024, he will give a speech entitled “The Essential Levels of Assistance (LEA) and the Essential Levels of Performance (LEP), at the round table on Institutional Profiles, on the occasion of the Conference “The current state of the Right to Health in Italy and its protection towards the Planetary Health approach”, organized by Istao, Adriano Olivetti Institute and Master in Management and Planning of Health Services, 2023-2024, at the Polytechnic University of Marche
