Adjunct Professor at the University of Bologna since 2018, his research focuses on financial market regulation, Law & Economics, digital finance, and capital markets integration. He currently focuses his research on regulatory and liability frameworks for AI in credit scoring, crypto-asset markets (MiCA), and macroprudential policies for non-bank financial intermediation (NBFI), he obtained a Master of Science (MSc) in Law & Economics (110/110 Summa cum Laude) in 2006 from LUISS Guido Carli University in Rome, followed by a Ph.D. in Law & Economics from LUISS Guido Carli University in Rome in 2010 on an Italian Government doctoral fellowship. In 2018, he received a LL.M. in Law and Economics jointly awarded by Rotterdam University and Bologna University. Previously, he was also a Visiting Research Fellow at the School of European Political Economy (ESP) at LUISS Guido Carli University in Rome in 2015.
Teaching Activity
Since 2018, he has continuously taught as course director for Foundations of Risk Regulation in Financial Markets (30 hours) in the Master's Degree program in Law, Economics and International Finance at the University of Bologna. He taught in the Executive Master (Level II) in Law and Practice of Banking Union co-organized by the European Banking Institute (EBI) and the University of Bologna (2021–2024), the International Summer School on Banking and Capital Markets Law (Cattolica University and EBI, 2020), and the CEPS Summer School on EMU financial governance (2015–2019).
Scientific Activity
He has managed and participated in numerous research projects and impact assessment studies for European and international organizations, including the European Commission, the European Parliament, ESMA, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), and the Qatar Financial Markets Authority. He is author of three books (Europe's Untapped Capital Market: Rethinking financial integration after the crisis, London: Rowman & Littlefield International; Price Formation in Commodities Markets, London: Rowman & Littlefield International, 2013; MiFID 2.0: Casting New Light on Europe’s Capital Markets, CEPS Paperback and Brookings), several book chapters published by international academic presses (Oxford University Press, Cambridge University Press, MIT Press, Edward Elgar). He served as a referee for international academic journals, including the Journal of Common Market Studies.
In his EC role, he coordinates teams of economists and legal experts preparing legislative proposals, impact assessments, and economic analyses for Capital Markets Union, Banking Union, sustainable finance, and digital finance.
From 2014 to 2016, he was a member of the Group of Economic Advisers (GEA) at the European Securities and Markets Authority (ESMA).
Editorial and Scientific Committees
Since 2017, he has served as Associate Editor for the academic journal Frontiers in Blockchain.
Awards and Honors
2007 – Awarded the Italian Government Doctoral Fellowship for the Ph.D. program in Law & Economics (ranked 2nd overall in the entrance examination).
2011 - Financial News (Dow Jones) list of the Top 40 Rising Stars in Trading and Technology under the age of 40 in the EMEA.
Other Activities
He served as an external advisor and expert for the European Parliament (2011–2016). He has delivered high-level closed-door testimonies and briefings, including for Governing Council members of the ECB, the Financial Services Committee (FSC) of the Council of the EU, and IOSCO.
