Carlo BOTTARI was born in Catania November 27, 1950, and since 1957 he lives in Bologna where he attended the elementary school at Berti School, the Middle School at S. Domenico School and Secondary School at the State High School Gymnasium “Marco Minghetti” where he received his degree in classical studies; It then joined the Faculty of Law, University of Bologna, and there he passed the graduation examination on July 5, 1973 being approved by voting 110 to 110 and praise.
After graduation, from 1974 to 1977 he attended a specialization course in Administrative Sciences at the School of Specialization in Administrative Law, Faculty of Law, University of Bologna.

Professor of Public Law Institutions in the Department of Law of the University of Bologna since 1 October 2006.
Since the academic year 2012/2013 he’s in charge of the teaching of Constitutional Law in the Master’s Degree at the School of Law of the University of Bologna and the academic year 2008/09 he’s also in charge of the teaching of Health Law at the same school Law.
Since October 1, 2009 he’s in charge of the teachings of Public Law and Administrative Law in the course of the Motor and Sports Sciences Degree from the School of Pharmacy, Biotechnology and Sport Sciences, University of Bologna. From 1 November 2007 to 31 October 2012 was Dean of the Faculty of Sport Sciences and member of the Academic Senate of the University of Bologna.
Since the academic year 2007/2008 he’s in charge of the teaching of Health Law as part of the Integrated Course “Law Clinic and nursing applied” in the Degree Course in Nursing at the School of Medicine, University of Bologna.
He’s in charge of the teaching of public law institutions in the Integrated course of Law in the degree course in Sciences of the health professions of prevention at the School of Medicine of the University of Bologna. He’s also in charge of the teaching of Law of social services within the Degree in Social Education and Culture, School of Psychology and Educational Sciences, University of Bologna (Università di Bologna), as well as the teaching “institutions of public law” within the integrated course “prevention science” in the degree course in Physiotherapy.
He’s also in charge of the teaching of National Health Service organization at the School of Specialization in Public Administration Studies (SPISA) of the University of Bologna.
Dall’a.a. 2000/2001 he is the Director for the Master degree in lawyers, consultants and business professionals, organized by the School of Law, University of Bologna, where he held the teaching of Administrative Law.

He’s also in charge of the teachings of “Institutions of the National Health Service and Relationship between subjects” in the Master of Health Policies and “Changing of Nationa Health Service” in the Master Directions and management of health services, organized by the School of Medicine, University of Bologna.

From 1 January 1974 to 31 October 1974, he was assistant professor at the Department of Constitutional Law, Faculty of Law, University of Bologna.

Responsibility in research projects of national interest
He has been Director of the Research Unit of the University of Bologna in 2008 FIRB entitled Enforce- Computer science and legal methods for enforcing the personal rights of non-discrimination and privacy in the ICT systems (2010 -2013).
He was co-responsible for the Project of National Interest Research 2009 Research Unit (PRIN 2009) entitled Provision of medical services, including the right to health, the principle of self-determination and optimal management of health resources (2010-2013).
He has been a member of the “Proyecto I + D -Programa Estatal de Fomento de la Investigación Cientifica y Técnica de Excelencia, Subprograma Estatal de Generación de Conocimiento- DER2013-48665-P,” Evaluación y gestión de riesgos en el campo de los medicamentos y alimentos: Farmacovigilancia y Seguridad Alimentar” (InvestigadorPrincipal: M. He has spent periods of study and research at the Universitat de Barcelona, the Universidade de Lisboa, the Universidad Complutense de Madrid and the Universidad de Granada.
In the year 1969/70 he also attended the Ibero American Italo Law at the College of Spain in Bologna.
He also attended for four years (1969/73) of English language courses at the British Council in Bologna, and stayed for periods of training and study, in England, in the United States, Spain, Portugal and France.

partner is founder of the Samur, for study and research in the field of urology, which obtained legal recognition from the Emilia-Romagna Region, and currently serves on the Steering Committee.
He participated in the establishment of the Foundation Elide Malavasi, recognized by the President of the Republic, which is currently Vice President.
He is a founding member of the Foundation Carlo Rizzoli, for study and research in the field of Sports Science, recognized by decree of the President of the Emilia-Romagna Region, and currently he is the General Secretary.
He is a founding member of Almae Matris Alumni, recognized by decree of the President of the Emilia-Romagna Region, of which he was vice president for over twenty years.
He works and is legal advisor to the National Association of Cancer, founded in Bologna by Prof.. Pannuti.
He established the ARCA Association for the prevention, diagnosis and clinical and pathological characterization for therapeutic use of human tumors.

On appointment of the President of the Council of Ministers, in September 2016 he was appointed member of the Commission for the Selection of Referendary Judges at the Regional Administrative Tribunals.
From 2003 to 2012 he was a member of the Board of Trustees of the Constitutionality of the Rules of the Republic of San Marino.
Since February 2009 he has been a member of the CONI National Arbitration Tribunal and since June 2014 he is a member of the Sports Guarantee Board at Coni.
From January 2010 to today he is a member of the Bioethics Committee of the University of Bologna.
On January 11, 2013, he was appointed by the Ministry of Education, University and Research to be a technical and scientific committee of academic support to the Ministry.
