Augusto Barbera (Aidone, 25/6/1938) is currently full professor of
Constitutional Law in the Faculty of Law at the University of
Bologna. He has been previously professor of Constitutional Law and
Comparative Constitutional Law respectively at the Universities of
Catania and Ferrara, and professor of Public Law in the Faculty of
Political Sciences at the University of Bologna. He is coeditor of
the journal “Quaderni costituzionali” published by “Il Mulino”,
member of editorial or scientific boards of several journals as
well as President of the Government Committee to draw up the Law on
the local autonomy.
He is Vice-President of ISLE (Italian Institute of Legislative
Studies).
In 1967 he spent a semester of research at the Constitutional Court
in Karlsruhe under the supervision of Gerhard Leibholz.
During the academic years 1967-1969 he worked at the
Max-Planck-Institut für ausländische öffentliches Recht und
Völkerrecht in Heidelberg. He has been Member of Parliament
(Chamber of Deputies) for five “legislature” holding different
offices and he also has been Member of the Regional Council of
Emilia Romagna.
Basically, his research interests include the following topics: (1)
sources of law, (2) the system of basic rights and liberties, (3)
the regional normative system, (4) the forms of government, the
constitutional organs, the election systems (in particular from a
historical point of view).
Augusto Barbera has published 18 books (some of them in
collaboration with other colleagues) and about 330 essays,
articles, comments to courts' rulings and decisions, workshop
papers.
