Skills developed during decades of professional experience
Anna has gained, over more than 30 years of professional experience, a consolidate expertise in the infrastructure and services sectors, holding roles in trade associations and collaborating with national and EU institutions. In particular, she has consolidated experience in setting up and organising the governance functions of companies in the aforementioned sectors; in this context, she has dealt with the organisation of the relevant administration and control systems and the ownership and governance structures. She has dealt with legal issues related to the establishment, organisation and corporate structure of companies operating in regulated markets, guiding them in setting up activities subject to the control and authorisation of national and EU institutions and agencies and sector bodies (European Commission, Italian Transport Regulation Authority, Italian Regulatory Authority for Energy, Networks and Environment, Italian Antitrust Authority, etc.).
Other professional experiences
- From 2004 to 2005, she was appointed by the European Commission as Legal Member in support of a consortium led by Thales Alenia Space for the preparation of the governance framework for the realisation of the Monitoring - Land Surveying and Civil Engineering Project, which had some Italian regions among its participants.
- From 2006 to 2008 Anna worked with Finmeccanica (now Leonardo SpA) on the proposal for European legislation for the governance of European satellite programmes submitted by the Italian government to the European Commission (DG MOVE). Subsequently, she was a member of the Commission's working group for the preparation of governance and accountability principles for the implementation of satellite systems (EGNOS and Galileo).
- In 2010, she was appointed as legal expert by Selex Sistemi Integrati (at that time a Finmeccanica Group company) for the development of the SWIM-SUIT project, the main technical tool for the implementation of the European ATM (Air Traffic Management) network, envisaged by the Single European Sky legislation.
- From 2012 to 2013, she was appointed by Indra Sistemas S.A. as legal expert in the ULTRA project, Unmanned Aerial Systems in European Airspace, to promote the use of unmanned aircraft (drones) in commercial and civil protection activities.
- From 2011 to 2016, she was appointed legal expert for the ALIAS and ALIAS II programmes, Assessing Liability Issues of Automated Systems, on the impact of automated systems in terms of liability for ATM services promoted by Eurocontrol and SESAR JU, an institutionalised European public-private partnership.
- In 2018, she was appointed legal expert for the establishment of a new governance in favour of the European Union Satellite Center (SATCEN), based in Madrid, through the Multi-Criteria Analysis (MCA) methodology.
- In 2019, she collaborated with the European Commission in Public Innovation Procurement (PPI) and Pre-commercial Procurement (PCP) for the procurement of goods and services within the European Union.
- In 2020 and 2021, she was appointed as legal expert for the study of a regulatory and certification framework for the rail transport technology called Hyperloop.
- In 2022 she was appointed legal expert in the European project, Semi-conductors in the Defence and Space sectors, for overcoming the supply chain crisis of semiconductor products in the space and defence sector.
- In 2022, she was appointed legal expert in the Union for Equality project to overcome regulatory gaps hindering gender, ethnic, religious and skill integration in the aviation, space and defence sectors.
- Since 2023, she has been a legal expert in the DCESS project, Optimising Synergies Between Data Centres and Energy Systems, to promote energy-efficient performance of Data Centres and to ensure the re-injection of excess water and heat in Data Centres into energy infrastructure in Europe.
