Francesco Girotti

Francesco Girotti is Head of the Una Europa Unit at the University of Bologna and served as Adjunct Professor at the Department of Education Studies of the University of Bologna from 2019 to 2025, where he taught courses on the design and evaluation of European Education and Training projects. He was Head of the EU Programmes Unit at the University of Bologna for 18 years and President of the Utrecht Network from 2014 to 2018.

He is currently a discussant in the PhD programme in Internationalisation of Higher Education at the Centre for Higher Education Internationalisation of the Università Cattolica del Sacro Cuore, where his doctoral research focuses on the impact of the European Universities Initiative on the internationalisation of participating universities.

Since 2012 he has worked as an expert and trainer on EU programmes for the internationalisation of higher education for organisations including Nuffic, Ecorys, European University Association, the European Commission and the Italian Erasmus+ National Agency Italy. He has been an evaluator of Erasmus+ projects since 2008
