He graduated in Law from the University of Macerata and earned a PhD in Management and Law, specializing in administrative law, from the Polytechnic University of Marche.

He has held adjunct teaching positions at Sapienza University of Rome, the University of Florence, the University of Macerata, and the Polytechnic University of Marche.

He has worked on issues related to cultural heritage law, legal history, and administrative law in general, with a special focus on anti-corruption regulations, including in foreign jurisdictions.
