Curriculum vitae

Raffaele D’Ambrosio was born in Salerno on 4 January 1964 and graduated with honour (110/110 cum laude) at the Law School of the LUISS University in Rome in December 1986.

In September 1992 he joined the Legal Services Directorate of Banca d’Italia, where he currently holds the position of Deputy Head. He is responsible for arguing cases (before national and EU Courts), and advising the Banca d'Italia’s representatives in the EU Institutions and bodies in the areas of banking and financial supervision. He is member of the SSM Legal Committee, the SSM Network on Enforcement, Sanctions and Whistleblowing and the Advisory Board of the European Banking Institute (EBI). He is member of the Editorial Board of the series “Quaderni di Ricerca Giuridica” and the monthly Newsletter (Nomos Basileus) of the Legal Services Directorate of Banca d’Italia. He is co-editor of the semi-annual series "Pandectae. Digest of the case-law on the Banking Union" and editor of several Banca d’Italia’s publications on banking and financial topics. He is in charge of the training of lawyers of Banca d’Italia and constantly acts as a trainer for Banca d’Italia and SSM training programmes, focusing on regulatory developments in the field of prudential supervision and resolution of credit institutions.

During his professional career he also worked at ECB Legal Services Directorate (2013) where he was in charge of drafting the regulatory framework for the cooperation between the ECB and the National Competent Authorities within the SSM. He also worked at the Secretariat of the Italian Markets Authority (Consob) (1987 to 1992), where he was in charge, among others, of drafting Consob’s regulations implementing the 1991 Italian Law on Investment Firms and Regulated Markets and editor of the Consob’s monthly Bulletin.

He has an extensive academic experience. He is currently Professor of “European Financial Supervision: Administrative and Judicial Proceedings” at the University of Bologna and responsible for the course on “Banking Administrative Law” within the second level Master's Degree Course on "Union Banking Law" at the same University. During his academic career he has been appointed Professor of “Law of Financial Institutions” at the University of Bologna (1999-2000) and Professor of Banking Law at the University of Viterbo (2000-2001). He has also worked on several research projects in the field of banking and financial regulation and supervision, among others on the following topics: "The Enforcement Dimension of European Union Banking Regulation (EUBAR)" led by the University of Luxembourg (2015 to 2018); the “Governance dei mercati dell’Unione Europea”, co-led by the Universities of Siena, Naples (Federico II) and Milan (Università cattolica del Sacro Cuore) (2012 to 2016); “La crisi finanziaria internazionale”, co-led by the Universities of Siena and Naples (Federico II) (2011 to 2012); the “Liability of Supervisory Authorities” at the Nuffield College (Oxford) (2001); “La legislazione italiana sulle borse valori” at the LUISS-CERADI (Centre for Applied Research on Business Law) (1987). He is regularly invited as a speaker in LL.M. programs on Business and Company Law, Banking Law and Financial Law.

He has a high command of English and French and a good knowledge of German and Spanish.

He is author of numerous essays on commercial law, banking law and financial law.
