Learning outcomes

Knowledge: Basic knowledge of evaluation techniques, of evaluation criteria and of the most common cases of evaluation in rural and enviromental appraisal.

Ability: capacity to evaluate rural estates and to cooperate in the assesment of environmental impact

Course contents

Prerequisites:

Students who are attending this course are in possession of a good grounding in the basics of mathematics, economics and statistics, and know the agricultural and forestry sector. Such knowledge and skills are developed through the teaching provided in the first two years of the course.

Program

The course is divided into four learning units: rural appraisal, professional rural appraisal, environmental appraisal, projects appraisal.

1. RURAL APPRAISAL (24 hours)

a. Appraisal methodology

b. Real estate appraisal

c. Rural buildings evaluation

d. Fruit permanent crops evaluation

e. Woods evaluation

f. Ongoing crops evaluation

g. Financial mathematics

h. Land cadastre

Acquired skills:

The students learn the main criteria and procedures for the estimation of rural property and the legal and social context in which such goods are placed. The students are able to establish the market value of the land, rural buildings, fruit permanent crops and woods.

2. PROFESSIONAL RURAL APPRAISAL (10 hours)

a. Legal advice an arbitration

b. Compulsory purchases

c. Damages assesment

Acquired skills:
The student develops the skills of direct and practical application in the fields of compulsory purchase and damage evaluation.

3. ENVIRONMENTAL APPRAISAL (18 hours)

a. Total Economic Value (TEV), externalities, public goods

b. Methodologies for the evaluation of the environmental goods

c. Environmental damages assesment

d. Environmental Impact Assessment (EIA) and Strategic Environmental Assessment (SEA)

Acquired skills:

The student is able to appreciate methodologies and cooperate in teams in the field of assessments of environmental goods.

4. PROJECTS APPRAISAL (8 hours)

i. Discounted Cash Flow Analisys

ii. Cost benefit Analisys

Acquired skills:

The student develops the skills needed to prove the financial and economic feasibility of a project and to choose between alternatives.

Teaching methods

The course is divided into two learning modules that include lectures alternating with periods of application of concepts learned, seminars and case studies.

The acquisition of knowledge and capability of understanding will be constantly monitored through a continuous interaction between teacher and students. The interaction, consisting in the discussion of the main topics, will also aim to promote the development of independent judgment and improve communication skills. Through the practice exercises, the ability to apply this knowledge to the most common cases of the rural and environmental appraisal will be verified as well.

Assessment methods

 

The assessment is done with a final exam and includes an oral exam lasting an average of 20 minutes. During this test, the student will be addressed with one question for two of the learning modules, each of which the student has to respond sufficiently. A question on the financial calculation or land cadastre will be an integral part of the examination. In the formulation of the final judgment the weight of the three questions will be considered equivalent.

For the test, technical manuals or calculation tools are not necessary, and therefore not allowed.

In addition to the knowledge of the subjects, the student is requested to demonstrate linkage capacity and problem solving skills.
