Learning outcomes

At the end of the course, the student has the basic knowledge necessary to frame, define and develop environmental planning and management of the territory, according to the latest ecosystem models of integration between environmental, socio-economic and cultural levels. The references to the international guidelines (Unesco, Ramsar, IUCN, FAO, ICZM, etc.) and national guidelines (PTPR, PTCP, PSU, etc.) are known. The student is able to work with the fundamental tools of georeferencing and cartographic restitution.

Course contents

The course consists of 4 credits of lectures (32 hours) and 2 credits (24 hours) of practical exercises.

The course illustrate the principles ruling land-use planning. Students are introduces to most common geological and geomorphological environments in order to understand preservation needs and exploitation possibilities. The main tools allowing to live without losing nature are described.

The program will then focus on the national and european context with main concepts and tools related to land management: sustainability (the 2030 Agenda, circular economy), biodiversity, landscape ecology, the geological landscape and the main thematic maps of the territory. References to hydrogeological and seismic risk. Regulatory reminders (directives, conventions and guidelines).

Territorial plans of coordination, general and detailed urban planning: principles, structure of Plans, assessment of sustainability and regional laws. Levels, forms of cooperation, instruments for concertation and simplification.

Natura 2000 network, impact assessment, Plan of Park, integrated management of coastal zones. Main intervention strategies and strategies of the sectorial environmental plans, outline of their use in authorization schemes. Emergency plans for civil protection.

Position geodesy; cartography; coordinate systems; planimetric and altimetric surveys, direct and indirect distance measurement, survey for the calculation of the areas, topographic tools; On-line database: research, utilization and reliability in the environmental and socio-economic and territorial fields

The main georeferencing tools: Global Navigation Satellite System, GPS, laser scanners and drone platforms for precision surveys, as well as remote sensing and its application to territorial monitoring.

Laboratory experiences will be developed through QGIS open platform even considering case studies referred to specific territorial issues.

Teaching methods

Frontal lessons, laboratory exercises and homeworks and field experiences.

Assessment methods

Students are required to develop a group project (3-4 students per group) concerning the analysis of planning tools and the evaluation of the environmental impacts affecting the proposed case studies. Results will be returned in a map realized with the QGIS software.

Oral exam with presentation of the group project and questions concerning both the project itself and the topics covered in the course.

Teaching tools

With regard to Module 2, practical experiences will be conducted during the course for the use of geo-referencing tools.

The laboratory experiences will be conducted in the computer room equipped with 25 desktop machines or on own PC.
